Digitizing warnings, ensuring communication
Faced with the complicated developments of storm No. 11, the Ministry of Science and Technology (KHCN) has directed the digitalization of relief activities, timely warnings to people, and at the same time maintained communication to serve direction and operation.

In particular, the Ministry of Science and Technology has urgently directed local departments of science and technology, telecommunications and postal companies, to strictly deploy 24/7 duty, ensure continuous communication and early warning to people.
The Ministry requested a review of the BTS station system and specialized data transmission lines, prioritizing the supply of electricity and gasoline to stations in high-risk areas such as hydroelectric reservoirs, irrigation lakes, and mineral exploitation areas, to minimize the risk of communication disruption.
Digitization plans are also being implemented synchronously such as: using messaging systems, mobile applications, social networks and automatic warning platforms, helping people grasp information in a timely manner. At the same time, support local authorities in directing and operating relief. The Ministry emphasized that the coordination between science and technology units and telecommunications enterprises is a decisive factor to ensure continuous communication, especially in areas strongly affected by natural disasters.
Maintaining information, improving resilience
According to a quick report from the Ministry of Science and Technology on October 9, 2025, the level 2 specialized data transmission network from the province to the commune was interrupted in some localities due to power outages.
Of which, Thanh Hoa has 13/166 communes, Nghe An 6/130 communes, Ha Tinh 3/69 communes, Thai Nguyen 25/91 commune and Bac Ninh has 21/99 communes that are disconnected. In Cao Bang and Lang Son, the connection has stabilized. Public networks in these localities still ensure communication. In Thai Nguyen alone, 283/2352 BTS station locations were out of contact, accounting for about 12%, but no commune was left unused, thanks to which the local government maintained the direction of relief.

To overcome the disruption, the Ministry of Science and Technology has requested the Military Command of Thai Nguyen province to continue supporting petroleum telecommunications enterprises to supply locations of BTS stations that have lost contact. At the same time, the Ministry emphasized the need to increase early warning technology, use messaging systems, mobile applications and social networks to help people receive timely information, minimizing risks in storms and floods.
Minister of Science and Technology Nguyen Manh Hung also directed that the team of scientists and experts in the science and technology industry should continue to research and propose effective scientific and technological solutions to improve the capacity to forecast and warn of natural disasters.
At the same time, develop sustainable livelihood models; Build a safe community with better resilience to climate change. "This is not only a responsibility, but also a mission of the science and technology sector in serving the people and sustainable development of the country" - Mr. Hung emphasized.
The digitalization of relief and warning work has proven effective in recent flood days, helping to minimize damage to people and property. At the same time, improve the ability to direct and operate of authorities at all levels. Localities are recommended to continue to maintain connectivity and synchronously deploy technology solutions to ensure continuous and accurate communication and build proactive and safe communities against natural disasters.
