On the afternoon of December 15, the Tay Ninh Provincial Party Committee held a signing ceremony for cooperation between the Tay Ninh Provincial People's Committee and CT Group, opening an orientation for developing the unmanned aerial vehicle (UAV) technology ecosystem associated with science - technology, innovation and digital transformation of the locality.
According to the signing, the two sides agreed on the Minutes of Understanding on cooperation in research and development of UAV technology and building an international service ecosystem to attract high-quality human resources at home and abroad. The Memorandum of Understanding is orientative, implemented on the basis of compliance with the Party's guidelines, the State's laws and in line with the socio-economic development strategy of Tay Ninh province.
The key goal of the cooperation is to develop a comprehensive UAV technology ecosystem in Tay Ninh. This ecosystem includes research, manufacturing, production, testing, operation, human resource training and UAV application in many fields such as urban management, public services, environmental monitoring, smart agriculture and other socio-economic fields. UAV technology is identified as a strategic technology product of the country, and at the same time a high-tech field prioritized for the development of the province in the period of 2025-2030.
The two sides also agreed to research and develop the UAV Technology Complex in conjunction with a modern international service ecosystem. The complex is expected to focus on factories producing UAVs, components, engines, batteries, electronic circuit boards and research infrastructure such as a test airport, a wind tunnel that meets international standards.
At the same time, there is an international service ecosystem including education, healthcare, trade, housing and urban utilities to create a favorable environment for experts, engineers and workers to live and work long-term.
Regarding the coordination mechanism, the two sides agreed to appoint contact points, develop working regulations, exchange information and periodic reports. The People's Committee of Tay Ninh province supports guidance on procedures according to its authority; CT Group proactively proposes technology models and solutions in accordance with current planning and legal regulations. The Memorandum of Understanding takes effect until 2028, and is expected to create a foundation to promote cooperation in science - technology, innovation and sustainable development in the locality.
Also at the ceremony, the People's Committee of Tay Ninh province and CT Group signed a Memorandum of Understanding on cooperation in science - technology, innovation and digital transformation to realize Resolution No. 57-NQ/TW. The Minutes of Understanding establish a cooperation framework according to the "3 houses" model (State - Scientists - Enterprises), aiming at researching, developing, applying and commercializing strategic technology products, contributing to improving the capacity of science and technology, developing the digital economy, green economy and knowledge economy of the province.
Key areas of cooperation include developing digital data and digital transformation of government; building an innovation ecosystem; developing a UAV ecosystem; high-tech agriculture; green economy and carbon credits; deploying a multi-layered digitalization system, digital copies and other core technology industries.
