
The forum is one of the outstanding events towards the 80th Anniversary of the National Day of the Socialist Republic of Vietnam at the National Exhibition of Science and Technology Achievements, Innovation and Digital Transformation.
In the report presented at the Forum, Deputy Minister of Science and Technology Hoang Minh emphasized 3 pillars: science and technology (STI), innovation (STI) and digital transformation (DTS) will become the central driving force for rapid and sustainable development. This is the first time all three factors have been linked in a Resolution of the Politburo and managed by the same Ministry, creating a synchronous and comprehensive approach.
For science and technology, Vietnam aims to spend on research and development (R&D) to reach 2% of GDP by 2030, of which society contributes over 60%. However, the number of researchers will increase to 12 people/10,000 people. MST is considered a key factor, contributing up to 3% to GDP growth, while science and technology accounts for 1%. Currently, the startup ecosystem has more than 3,000 startups, with a risk capital of 1 billion USD, but commercialization is still limited.

GDS is identified as an environment for rapidly popularizing the application of science and technology, with the goal of the digital economy accounting for 30% of GDP by 2030 and 80% of non-cash transactions. Deputy Minister Hoang Minh emphasized: "Shopping bonds are an institutional issue rather than a technology issue, so to quickly change the legal framework to create a favorable digital environment".
The report also outlines two strategic goals: rapid double-digit GDP growth, sustainable on the platform of science and technology, technology and innovation. At the same time, improve national competitiveness through governance innovation, master strategic technology, promote intellectual property and the spirit of innovation of the whole people.
The great aspiration is to make Vietnam a developed country with high income by 2045. According to Deputy Minister Hoang Minh, to achieve this goal, science, technology, technology and tourism must contribute over 50% to economic growth, creating a foundation for Vietnam to make a breakthrough in the digital age and integrate deeply into the global value chain.
