Ho Chi Minh City spends up to 70 million VND/month on scientific research and innovation remuneration

Ho Chi Minh City - The remuneration level for the title of head of science, technology, and innovation tasks is up to 70 million VND/person/month.

On August 4, the Ho Chi Minh City Department of Science and Technology organized a conference to Deploy the Science, Technology and Innovation Program for the period 2026-2030; guiding the management of tasks and financial mechanisms using the state budget of Ho Chi Minh City.

The overall goal of the program is to develop Ho Chi Minh City into a leading science, technology and innovation center in Southeast Asia, with the capacity to research - master - commercialize technology; making important contributions to economic growth, sustainable development and improving the quality of life.

Ho Chi Minh City also set out specific targets such as: Total social expenditure for research and development (R&D) reaching 2-3% of GRDP, of which over 60% is spent outside the budget; the number of science and technology tasks of the city that are evaluated at the end of the period or evaluated for acceptance (each year) is 40 tasks or more; the number of science and technology tasks of the city implemented (each year) is 50 tasks or more...

In addition, Ho Chi Minh City has formed more than 5,000 young science and technology human resources, of which the proportion of high-quality human resources (master's, doctoral degrees, working in priority technology fields) accounts for an increasing proportion. In addition, the city also sets a target of having at least 5 research centers approaching international level (CoE) in key priority development areas of the locality...

To achieve these goals, the city has issued accompanying support policies. In which, the Ho Chi Minh City People's Council has issued Resolution No. 24/2026/NQ-HĐND on regulations on the content and level of expenditure for management of science, technology and innovation activities; implementing science, technology and innovation tasks using the Ho Chi Minh City budget.

According to this Resolution, the remuneration spending quota for the title of head of science, technology and innovation tasks is up to 70 million VND/person/month for the city level and 50 million VND/person/month for the grassroots level. This figure is significantly higher than the old remuneration quota of 40 million VND/person/month.

Ho Chi Minh City also sets out the remuneration level for participating in scientific conferences, forums, and scientific seminars. Accordingly, the host of scientific conferences, forums, and scientific seminars is 2 million VND/session; the secretary of scientific conferences, forums, and scientific seminars is 700,000 VND/session; the speaker presenting at scientific conferences, forums, and scientific seminars is 5 million VND/report...

Resolution 24, which will take effect from July 1, 2026, is expected to contribute to creating a boost for scientific research and innovation activities in Ho Chi Minh City.
