According to the draft political report of the 1st Ho Chi Minh City Party Congress, for the 2025-2030 term, Ho Chi Minh City sets many important goals in the coming period. Of which, total social expenditure for research and development (R&D) reached 2 - 3% of GRDP, allocating at least 4 - 5% of total annual budget expenditure for science, technology, and digital transformation.
Ho Chi Minh City strategically aims to become an international innovation hub, with the digital economy accounting for 30-40% of GRDP and the productivity of factors (TFP) contributing 60% to growth. To realize this vision, the City will focus on three key breakthrough solutions, creating a comprehensive ecosystem for sustainable development.
The first breakthrough solution is in terms of mechanisms, policies and investment attraction. The focus is on establishing sandboxes according to international standards with specific mechanisms to attract strategic investors in the high-tech sector.
At the same time, the city will promote public-private and public-private cooperation models to maximize resources for science and technology. The key to this solution is to develop strong research organizations, be given autonomy and have special treatment policies to attract and retain talent, creating a solid launching pad for development.

The second breakthrough solution focuses on strategic technology and an innovation ecosystem. The city will prioritize the development of strong technologies such as artificial intelligence (AI), blockchain, and semiconductor chips; accelerate the formation of Big Data centers; and establish a Startup Support Fund according to a new, flexible model to attract venture capital.
The third breakthrough solution is in digital governance and digital human resources. The focus is on completing a shared data platform, using data as the core to promote digital government. At the same time, the city will implement programs to develop high-tech human resources, attract international experts, and ensure network safety and security, considering this not only a technical requirement but also an issue of digital sovereignty and national security.
With these strategic orientations, Ho Chi Minh City strives to become a leading center for science, technology and innovation, contributing to building a digital economic ecosystem, green, circular economy, sustainable development and deep integration with the global knowledge economy.
