Production and trading of counterfeit food containing banned substances
Ho Chi Minh City Police have just initiated a case, prosecuted the accused and temporarily detained Vo Thi Ngoc Ngan (nickname "Ngan 98") - the operator of Zu Bu Bu Company Limited and Zu Bu Shop Business Household - for the crime of "production and trading of counterfeit food" under Article 193 of the Penal Code.
According to the investigation, Ngan established a company and a business household under the name of relatives to legalize operations but directly operated, managed and benefited. Since 2021, she has produced Super Detox X3, X7, X100 weight loss products and illegal collagen tablets, labeling them with similar brands, and advertising them for the wrong purpose.
The products are sold through social networks at 870,000 - 1.1 million VND/unit, with estimated revenue of hundreds of billions of VND. The assessment showed that this was fake, some samples contained banned substances sibutramine and phenolphthalein that harm the cardiovascular system and increase the risk of cancer.
Products are still sold widely online
As of October 13, on social networking sites, the X100 PLUS Ngan 98 weight loss product for difficult machines to reduce the 15-day treatment is still being sold at 209,000 VND/box.
Previously, in mid-2025, the Ministry of Health inspected weight loss products advertised by Ngan 98 for suspected containment of banned substances. The Food Safety Department (Ministry of Health) has requested the Ho Chi Minh City Department of Food Safety to check, verify and handle the weight loss products advertised by DJ Ngan 98, including X100, weight loss pills X3 (Super Detox X3) and X7 Plus, due to suspicions of containing banned substances and advertising in violation of regulations.
According to the Food Safety Department, of the 3 products X100, X3 weight loss tablets (Super Detox X3) and X7 Plus, only the health protection food X7 Plus was granted a Certificate of Registration for product declaration No. 5297/2021/DKSP dated June 14, 2021. This product was announced and responsible by Zubu Trading and Service Company Limited (address: 154 Pham Van Chieu, Ho Chi Minh City), produced at Nanotesla High-Tech Pharmaceutical Production Company Limited (Dan Phuong Industrial Park, Hanoi).
However, the Food Safety Department confirmed that it has not yet issued a certificate of advertising content for any of these products. Through the review, the Department discovered that on social networks and some websites, the above products were still posted and advertised for sale with illegal advertising content, causing misunderstanding about their uses, even advertising as medicine.
The Food Safety Department (Ministry of Health) has also requested the Hanoi Food Safety and Hygiene Department to urgently inspect, verify production activities and take samples for testing weight loss products advertised by Ngan 98, including X100, weight loss pills X3 (Super Detox X3) and X7 Plus, due to suspicions of containing banned substances.
According to the Food Safety Department, the results of the review on the online public service system show that only one of these products is licensed for declaration as X7 Plus health protection food, according to the Receipt of Product Declaration Registration No. 5297/2021/DKSP dated June 14, 2021. The product was announced and responsible by ZUBU Trading and Service Company Limited (address: 154 Pham Van Chieu, Ho Chi Minh City), produced at Nanotesla High-Tech Pharmaceutical Production Company Limited (Dan Phuong Industrial Park, Hanoi).
However, the Food Safety Department confirmed that it did not issue a certificate of advertising content for any of the above-mentioned products. Widespread, uncontrolled advertising, especially on social networks, risks causing misunderstanding about the uses, even causing consumers to use products containing banned substances, affecting their health.
At the time of inspection in mid-2025, Ngan 98 products were widely advertised on the internet for sale at prices ranging from a few hundred thousand to nearly 1 million VND, with the advertisement "challenging everything", "no need to diet or exercise".
Before being prosecuted, Ngan 98 repeatedly denied the accusation, affirmed that the product was legal, had full documents for announcement and testing, and counter-accused that she had been "slandered and organized" and that the products she promoted were no longer related to ZUBU Company - a unit that had stopped operating two years ago.
