On October 10, the Ministry of Justice held the 8th Session of the Steering Committee of the Ministry of Justice on the development of science, technology, innovation, digital transformation and Project 06 (abbreviated as Steering Committee 57 of the Ministry).
According to the report of the Department of Information Technology, in the past week, the implementation of the tasks of the Ministry's Steering Committee 57 has achieved outstanding results such as: The Central Steering Committee and the Government have agreed on the policy of transferring the task of presiding over the construction and management of the National Database on handling administrative violations to the Ministry of Public Security.
However, the two Ministries need to coordinate in reviewing and evaluating the impact factors, feasibility and effectiveness when transferring tasks; The Ministry of Justice will preside over and coordinate with the Ministry of Public Security and the Government Office to develop a Resolution on the Government's legal provisions on the transfer of tasks, to be completed in October 2025; The Ministry of Public Security will preside over a comprehensive amendment of the Law on Handling of Administrative Violations with the responsibility of including the content on the transfer of authority to build and manage databases in the Law, ensuring consistency, unity, and submitting to the National Assembly according to the plan in 2026.
The Department of Information Technology has coordinated with businesses to research and propose solutions and roadmaps for applying artificial intelligence in the field of civil status with 2 solutions: AI Agents - virtual assistant for professional support and AI Mentor - virtual assistant for training support.
Concluding the meeting, Minister Nguyen Hai Ninh requested units to urgently review, speed up progress and strictly control each task, complete assigned tasks, avoid slow implementation.
Regarding the construction of the Ministry of Justice's Administrative Procedures Database, the Minister assigned the Ministry's Office to coordinate with units to review, reduce and simplify administrative procedures, and at the same time, focus on building a shared Administrative Procedures Database from the Central to local levels.
In addition, units focus on reviewing and developing a specific roadmap to implement tasks on recognizing the legality of electronic records, returning results of administrative procedure settlement on VNeID; immediately deploy the task of integrating the application of AI artificial intelligence into the civil status sector.
