Officially launched on August 23, 2019, "Cao Bang Connection" is a digital interaction platform sponsored by VIE/036 Management Board, built and transferred by Cao Bang Telecommunications.
At the time of launch, Cao Bang was considered the second locality in the country to deploy the system after Ho Chi Minh City. The application can be installed on computers, smartphones, tablets with popular operating systems such as iOS, Android, accessed via: https://ketnoi.caobang.gov.vn
After more than 6 years of implementation, the system has received millions of opinions from people and businesses, focusing on areas such as administrative procedures, environment, social security, labor - employment, security and order, public policies and community initiatives.
The province has assigned departments, branches, districts, cities and central agencies in the area such as Social Insurance, Public Security, Statistics Office... to send units to receive feedback via the system.
The system is also now integrated into the province's Smart Operations Center, helping leaders easily monitor and direct.
However, for nearly a month now, this application has suddenly been un lockable, and the direct access address on the internet has also been continuously disconnected. Mr. N.L.A (residing in Cao Bang city) shared: "Previously, people had any feedback or documents that needed to be resolved, they only needed to send them to the system for about a week to get answers, but recently people have not been able to access them, which has been quite confusing".
On June 24, PV conducted a small survey at https://ketnoi.caobang.gov.vn and could not find the results. Some phones that have pre- installed the application cannot access it because the system is constantly hanging, the phone screen is white, and cannot display any information.
Regarding this issue, in an interview with reporters, a representative of the Office of the People's Committee of Cao Bang province said: "Currently, the application has been temporarily suspended for maintenance, the system is expected to resume operation today. People can also use the Cao Bang Digital Citizen platform to reflect their aspirations".
On the internet platform, the Cao Bang Digital Citizen application also received many mixed comments about the quality. According to statistics from the CH Play platform, this application currently has over 5,000 downloads. Many users said that the quality of the application was not as expected.
It is known that in 2024, compared to the whole country, Cao Bang was the province at the bottom of the administrative reform index ranking, reaching only 82.95%.
