According to the direction of the Chairman of the Provincial People's Committee, Cao Bang will establish a total of 74 working groups, including: 10 handover groups in districts and cities; 56 reception groups in new communes and wards after the arrangement; and 8 reception groups at departments, branches and sectors under the Provincial People's Committee.
At the district level, the Chairmen of the People's Committees of districts and cities will be the Heads of the handover team, the Vice Chairmen of the People's Committees will be the Deputy Heads, along with members who are heads of departments, professional offices and Chairmen of the People's Committees at the commune level before the arrangement.
At the commune level, the receiving groups will be led by the new Chairman of the Commune and Ward People's Committee, the Vice Chairman of the People's Committee will be the Deputy Head of the Group and the heads of departments and affiliated units will participate as members.
Those assigned by the Provincial Party Committee Standing Committee to hold leadership positions in the new communes and wards will take on a core role in the receiving groups.
The establishment of these working groups is a preparation step to ensure that the process of transferring tasks, facilities, organizational structure and personnel takes place according to plan, without causing disruption, while creating a premise for the two-level local government model to operate stably and effectively from July 1.
