In order to improve transparency and facilitate people in accessing and implementing administrative procedures (AP), the Office of the People's Committee of Cao Bang province has just issued Instruction No. 2777/HD-VP on the disclosure of AP and the content of receiving feedback and recommendations at the People's Committees at the commune level and the Public Administration Service Centers at the commune level.
This is a specific step to implement Plan No. 481-KH/TU of the Provincial Party Committee and Plan No. 1814/KH-UBND of the Provincial People's Committee on organizing the trial operation of the People's Committees of communes and new wards in the province.
Accordingly, the People's Committee at the commune level is responsible for fully and promptly publicizing all administrative procedures under its authority to receive and resolve. Forms of publicity include: posting at the headquarters of the Commune People's Committee, the Commune-level Public Administration Service Center, posting on the electronic information portal, announcing through mass media and other forms suitable to local conditions.
The disclosure must ensure accuracy, clarity and correctness. Each procedure is presented with a form and declaration (if any), with a minimum letter size of 14 according to TCVN standard, scientifically arranged in each field.
In particular, the People's Committee at the commune level needs to arrange a convenient posting location so that people can easily access, learn and monitor.
In addition, the People's Committee at the commune level must also publicly announce separately the content of guiding people to implement feedback and recommendations related to administrative regulations. This information needs to be presented clearly, without being obscured and ensuring easy access similar to other administrative procedures.
The Provincial People's Committee Office recommends that the People's Committees of new communes and wards seriously study and implement in accordance with regulations, contributing to the effective implementation of administrative reform work, improving the quality of service for people at the grassroots level.
