Meanwhile, Mr. Tran Duc Phuc (Hai Phong) said that the new regulation may make many people who change devices for the first time after June 15 be confused if they do not follow information from the network operator.
Why is it necessary to verify when changing phones?
Talking to Lao Dong Newspaper, Mr. Nguyen Anh Cuong - Deputy Director of the Telecommunications Authority (Ministry of Science and Technology) said that from June 15, 2026, subscribers with end-to-end device changes will have to re-enact facial biometric verification according to regulations.
According to Mr. Cuong, this process is similar to when users change the device to log in to a bank account, VNeID account or perform eSIM conversion.
The goal of the regulation is to ensure that the phone number is always associated with the right user throughout the service exploitation process.
Reduce the risk of being exploited for SIMs
According to the Telecommunications Authority, re-verification when changing equipment helps reduce risks in case the SIM is lost or lost but the subscriber has not had time to lock the service.
In these cases, if the SIM is installed on another device, the biometric authentication process will create an additional layer of testing to limit the risk of being exploited by bad actors to carry out fraudulent acts.
The Telecommunications Authority recommends that people proactively monitor notifications from telecommunications businesses and contact network operators for guidance when problems arise in the process of implementing new regulations.
