By 2030, Vietnam aims to be among the top 3 leading countries in Southeast Asia in AI research and development.

The Government has just issued the National Strategy on Artificial Intelligence to 2030, with a vision to 2045, setting a goal to make Vietnam one of the centers with the capacity to research, develop, apply and co-create value in AI in ASEAN and Asia.

Mr. Nguyen Khac Lich - Director of the Department of Digital Technology and Artificial Intelligence (Ministry of Science and Technology) said that the strategy identifies a shift from AI research, development and application to comprehensive national transformation using AI.

Accordingly, AI is identified as a core competence right from the stages of problem identification, design, organization and operation. Human resources, infrastructure and data are the foundation, while AI institutions and management are identified as breakthroughs.

According to the Director of the Department of Digital Technology and Artificial Intelligence, by 2030, Vietnam strives to be in the top 3 leading countries in Southeast Asia in AI research and development. AI economy is targeted to reach about 6% of GDP, labor productivity in AI-applied industries increases by 10-15%. Notably, Vietnam aims to export AI products, services and solutions to reach about 5 billion USD.

On the resulting level, 60% of AI-applied businesses are expected to improve efficiency; 100% of cadres, civil servants, and public employees use AI for public duties weekly; 60% of management decisions are supported by data and AI. Satisfaction with AI-based public services increased by at least 30%.

The strategy also sets a target of 100% of ministries, branches, and localities having implementation plans and 100% of online public services and administrative procedures being supported by AI.

Regarding infrastructure and platforms, Vietnam will form a national AI computing capacity coordination platform, a Vietnamese AI model evaluation platform and at least 5 shared AI platforms. Along with that is the goal of forming 10 Vietnamese AI brands and 8 Vietnamese AI models according to 4 scales.

Regarding human resources, by 2030, Vietnam aims to have 10,000 highly qualified AI personnel, 50,000 university-level and above personnel with AI application capacity. About 500,000 workers are trained and retrained to deploy and operate AI and 10 million trained workers are equipped with basic AI skills.

At the input level, total investment in AI is targeted to reach 1-1.5% of GDP/year. The computing capacity is aimed at about 560 EFLOPS BF16 or 1,100 EFLOPS FP8, with an electricity capacity of about 500 MW.

To achieve these goals, according to Mr. Nguyen Khac Lich, the strategy identifies 9 pillars, including all-people AI human resources and skills; AI data, models; AI infrastructure; research, development and mastery of technology; AI in national governance; AI for industries and fields; AI for small and medium-sized enterprises, business households, cooperatives; AI ecosystem; safe and reliable AI governance.

AI is promoted in many socio-economic fields, from science, industry, agriculture, finance, health, education to culture, environment, defense and security.

Vision to 2045, Vietnam strives to be in the top 10 leading countries in Asia in research, development, mastering AI and national AI transformation; AI becomes the main operating platform of the State, economy and society.

The strategy is concretized by 32 targets and 97 tasks and solutions belonging to 14 groups, associated with the responsibilities of each agency. Implementation according to the "6 clear" principle: clear people, clear tasks, clear time, clear responsibilities, clear products and clear authority.
