Document No. 2992/BNV-TCBC of the Ministry of Home Affairs on implementing the staff streamlining policy takes effect from May 28, 2024.
Accordingly, in the process of streamlining staffing for cadres, civil servants and public employees, the Ministry of Home Affairs recommends paying attention to the following cases:

b) For commune-level officials whose election term has expired and are not re-elected for the next term: It is recommended to implement regimes and policies as prescribed in Clause 2, Article 62 of the 2008 Law on Cadres and Civil Servants and not subject to regulations in Decree No. 29/2023/ND-CP.
c) For commune-level officials and civil servants who do not meet training qualifications in their current positions according to the provisions of Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government regulating on Commune-level officials and civil servants and part-time workers at the commune level, in villages and residential groups: By August 1, 2028, they must meet training qualifications for the job position currently held, if At the end of the above time limit, if you do not meet the prescribed standards, you will apply for retirement (if eligible) or implement a staff streamlining policy according to the Government's regulations.
However, in order to soon improve the quality of commune-level cadres and civil servants, the Ministry of Home Affairs should pay attention to commune-level cadres and civil servants who do not meet training standards in their current job positions according to regulations. stipulated in Decree No. 33/2023/ND-CP, if there is a voluntary application to streamline payroll, the agency has an alternative source and agrees to streamline payroll, it will implement payroll streamlining according to regulations.
