According to Decision No. 58/2024/QD-UBND of Lai Chau Provincial People's Committee (effective from November 15, 2024), cases of receiving non-professional workers at the commune level include:
a) Cadres, civil servants, and public employees (including commune-level cadres and civil servants) who, due to organizational restructuring of the apparatus, administrative units, or changes in residence, cannot continue to be assigned as cadres, civil servants, or public employees, and have a need and can immediately meet the requirements to perform the duties of a part-time worker at the commune level;
b) Part-time workers at the commune level, due to organizational arrangement of the apparatus, administrative unit or change of residence, need to continue performing the duties of a part-time worker at the commune level, in accordance with the standards of the vacant position in the new unit or residence;
c) Part-time workers at the commune level need to be assigned to other positions suitable to their expertise and profession;
d) The cases of accepting part-time workers at the commune level in Points a, b and c of this Clause only apply to the positions specified in Clause 3, Article 5 of these Regulations.
(The positions in Clause 3, Article 5 include: Party Committee Office, Veterinary Staff, Head of Radio Station - Manager of Cultural House).
The Party Secretary at the commune level, on behalf of the Party Committee at the commune level, decides to accept people to work in the position of Party Committee Office. The Chairman of the People's Committee at the commune level decides to accept people to work in positions of advisory to the government in the cases specified in Clause 1 of this Article.
