Report on the plan to arrange and consolidate the organizational structure in the first quarter of 2025
General Secretary To Lam emphasized this requirement at the National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks, which took place this morning (December 1).
Regarding the issue of streamlining the organizational apparatus of the political system, General Secretary To Lam requested that each level and each sector closely follow the plan to summarize and propose models for their agencies and units to ensure progress (ministries and sectors must complete in December 2024); aiming for the common goal of completing and reporting to the Central Committee the plan to arrange and perfect the organizational apparatus of the political system in the first quarter of 2025.
The General Secretary said that the Politburo has decided to temporarily suspend the appointment and nomination of candidates for higher positions in agencies and units that are expected to be reorganized and streamlined (except in cases of real necessity); and to temporarily suspend the recruitment of civil servants from December 1, 2024 until the organization and apparatus are reorganized according to the Central Committee's direction.
Overcoming "diseases" of personnel work before the Congress
Regarding party congresses at all levels leading up to the 14th National Congress, General Secretary To Lam noted that party congresses at all levels, from grassroots party cells to commune, district, provincial and central agencies, must be a broad political activity within the entire Party, discussing the vision, goals and tasks of developing the country to become rich and strong in the new era.
The documents submitted to the 14th National Party Congress have been elaborately, carefully and scientifically prepared by the Central Committee. The draft Political Report, Socio-Economic Report, Party Building Report and Summary Report of 40 Years of Renovation have been edited many times and are now qualified to be sent to Party Congresses at all levels for comments. The summary draft of these 4 documents will be sent to the grassroots level before December 15, 2024; the full draft will be sent to the district, provincial levels and central agencies before March 31, 2025.
The task of Party committees at all levels is to promptly organize cadres and Party members to study and contribute opinions to the above documents. The important thing is that from the content of the Draft Documents of the 14th Congress, Party committees at all levels use it as a basis to build the content of the political report, the direction of work tasks for the documents at their level; specifically determine the goals and tasks of their agencies, units, and localities, contributing to the common goals of the country in the coming period.
The Party Central Committee continues to receive comments and contributions from Party organizations, scientists, intellectuals, and people of all walks of life to supplement and perfect the documents to be submitted to the 14th Congress with the spirit that the documents must closely follow the breath of life, must be concise, easy to remember, and easy to implement.
Documents must become "textbooks" and "dictionaries" so that when needed, we can "look them up" and immediately see "the light that guides the way." Minimize the need to continue issuing subsequent resolutions and directives to implement the Resolution of the 14th Congress.
Party committees at all levels need to focus on preparing personnel for the new term according to the instructions, and prepare a team of cadres with sufficient qualities and abilities to meet the new development requirements. Each cadre and party member must constantly study to "improve themselves" to meet the requirements and tasks in the new period of the country. If they cannot meet them, they must voluntarily step aside and let others do it.
We must pay close attention to overcoming the "diseases" of personnel work before the Congress such as: Those who are not re-elected are safe, defensive, and do not dare to implement new things; personnel expected to participate in the new Party Committee are reserved, do not want to clash, and are afraid of losing votes; calculate for relatives, acquaintances, and "cronies" to enter leadership positions or use "organizational tricks" to push away people they do not like...
Personnel organization work is the work of the Party, so Party committees at all levels must seriously implement the Party Charter as well as Party regulations and laws on personnel work.
