Resolution No. 46/2019/NQ-HDND of the People's Council of Bac Giang province (effective from January 1, 2020 to December 31, 2024) stipulates the policy to support redundant commune-level cadres and civil servants and agricultural extension officers and grassroots veterinary officers who retire early or quit their jobs in Bac Giang province for the period 2020-2024.
Accordingly, one of the three subjects of application of the Resolution is surplus commune-level cadres and civil servants due to the arrangement of commune-level administrative units according to Resolution No. 813/UBTVQH14 dated November 21, 2019 of the Standing Committee of the National Assembly on the arrangement of commune-level administrative units in Bac Giang province, due to the arrangement of regular police forces and streamlining of staff according to Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government.
According to the Resolution, for surplus commune-level cadres and civil servants: In addition to the policies and regimes prescribed by current laws, they are also entitled to one-time support policies, including:
Early retirement: For each month of early retirement according to the provisions of the Labor Code, those who are supported with 1 month of average salary of the 60 months before retirement will be supported. The maximum support level is not more than 150,000,000 VND/person.
Those who quit their jobs: Supported with 3 months of current salary; for each year of work with social insurance contributions, they will receive a subsidy of 1.5 months of current salary; supported with one-time payment of social insurance and health insurance contributions until reaching 20 years (State contribution). The maximum support level is not more than 150,000,000 VND/person.
