Resolution No. 141/2023/NQ-HDND of the People's Council of Nam Dinh province stipulates support policies for commune-level cadres, civil servants and non-professional workers at the commune level who are redundant due to the rearrangement of commune-level administrative units in Nam Dinh province in the period of 2023-2025. The Resolution takes effect from January 1, 2024.
Accordingly, in addition to the regimes and policies implemented according to the Government's regulations on streamlining payroll and other policies according to the law, Nam Dinh province supports redundant commune-level cadres, civil servants, and non-professional commune-level workers due to the rearrangement of commune-level administrative units who retire from work in the province as follows:
Commune-level officials and civil servants who retire within 12 months from the effective date of the Resolution of the National Assembly Standing Committee on the arrangement of each commune-level administrative unit for the 2023-2025 period shall be supported as follows:
For each month of leave before the end of the roadmap for resolving redundant cadres and civil servants due to the reorganization of commune-level administrative units (maximum 5 years from the effective date of the Resolution of the National Assembly Standing Committee on the reorganization of each commune-level administrative unit), support of 1/2 month of current salary will be provided (maximum support level of 30 months).
In case commune-level cadres and civil servants retire before the end of the roadmap for resolving redundant cadres and civil servants due to the rearrangement of commune-level administrative units, the number of months of support is calculated by the number of months of leave before the retirement date mentioned above.
- Commune-level officials and civil servants who retire after 12 months from the effective date of the Resolution of the National Assembly Standing Committee on the arrangement of each commune-level administrative unit for the 2023-2025 period shall be supported as follows:
For each month of leave before the end of the roadmap for resolving redundant cadres and civil servants due to the reorganization of commune-level administrative units (maximum 5 years from the effective date of the Resolution of the National Assembly Standing Committee on the reorganization of each commune-level administrative unit), support of 1/4 month of current salary will be provided (maximum support level of 12 months).
In case commune-level cadres and civil servants retire before the end of the roadmap for resolving redundant cadres and civil servants due to the rearrangement of commune-level administrative units, the number of months of support is calculated by the number of months of leave before the retirement date mentioned above.
- Current salary is the salary of the month immediately preceding the leave of absence. Monthly salary is calculated including: salary according to grade, position, title; position allowances, seniority allowances exceeding the framework, seniority allowances, salary and reserved difference (if any) according to the provisions of the law on salary (excluding public service allowances).
