Decision No. 15/2024/QD-UBND of the People's Committee of Dien Bien province stipulates standards for commune-level cadres and civil servants and training sectors for commune-level civil servant positions; Regulations on organizing the recruitment of commune-level civil servants in Dien Bien province.
Accordingly, for the Party Secretary of the commune, the following criteria must be met:
1. Secretary, Deputy Secretary of the Commune Party Committee
a) About age, general education level, political theory level
Comply with the provisions at Points a, b, d, Clause 1, Article 8 of Decree No. 33/2023/ND-CP.
b) Regarding professional qualifications and expertise
University degree or higher. In case of commune-level cadres working in communes in mountainous areas, highlands, border areas, remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions, they are required to have a college degree or higher; from August 1, 2028, they are required to have a university degree or higher.
c) Other standards as prescribed by the Party and competent authorities for cadre management.
Points a, b, d, Clause 1, Article 8 of Decree No. 33/2023/ND-CP stipulate as follows:
a) Age: When holding a position for the first time, the candidate must be of working age for at least one full term (60 months), in special cases according to the decision of the competent authority managing cadres;
b) General education level: High school graduate;
d) Political theory level: Graduated from secondary school or equivalent or higher. In case the Party Charter has provisions different from those in this Decree, the provisions of the Party Charter shall apply.
