Regarding the implementation of planning and space renovation in the area east of Hoan Kiem Lake, the Hanoi People's Committee said that the total expected area for studying and implementing planning and investment projects to build squares and parks in the area east of Hoan Kiem Lake is about 2.14 hectares.
According to the report of the People's Committee of Hoan Kiem District, there are 47 real estate owners in the project implementation area, including 12 organizations, agencies, units and 35 households.
Applying the highest compensation policy
Of the 35 households, currently 23 households have certificates of land use rights and house ownership rights; 2 households have a house rental contract with Hanoi Housing Management and Development Company Limited; 2 households are in the management book but do not have a house rental contract. The People's Committee of Hoan Kiem District is continuing to review and collect documents to update and supplement information.
The City People's Committee said that the implementation of the project has been actively supported and proactively coordinated by organizations headquartered in the area. However, the implementation of the above projects affects the rights and lives of some organizations and households subject to relocation and site clearance, and at the same time, there are difficulties and complications related to the mechanisms and policies applied, so many difficulties and problems will certainly arise in the implementation process.
The City People's Committee assigned the Dong Anh District People's Committee to allocate about 100 hectares of land to serve the resettlement work for the planning and renovation project of the area east of Hoan Kiem Lake and key projects of the city (Tu Lien Bridge, Tran Hung Dao Bridge...).
The Department of Planning and Architecture is responsible for presiding over and coordinating with the People's Committee of Dong Anh district to immediately implement a detailed plan (in which priority is given to using clean land funds that have been cleared) to create land funds for resettlement for projects.
"The city applies the highest compensation mechanism and policy according to regulations for people, arranging resettlement by land (in Dong Anh district) for cases eligible for compensation for residential land; arranging temporary housing for households (while waiting for land allocation for resettlement) and selling resettlement houses to cases that are not eligible for resettlement by land to stabilize their lives when carrying out site clearance" - Hanoi People's Committee informed.
On March 19, speaking with Lao Dong, the leader of Dong Anh district said that the unit is conducting a land review in the area to report to the city on serving the resettlement work for the people.
Expected new headquarters for units to be relocated
The Hanoi People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Finance to study and propose in the direction of arranging the headquarters of the Department of Culture and Sports and the Department of Tourism as an inter-organization center at 38 Hai Ba Trung Street; proposed to adjust the investment policy to increase the scale of the two agencies.
In the process of implementing investment in construction and renovation of the head office at 38 Hai Ba Trung Street, arrange temporary residence at the Vo Chi Cong Inter-related Area or the area near the headquarters of the City People's Committee.
For the headquarters of the Institute of Literature - Vietnam Academy of Social Sciences, Hanoi Association of the Blind, Hanoi Population Department: Department of Construction will coordinate with the Department of Finance to review the city's real estate fund to arrange for the above units.
Headquarters of the City Citizen Reception Committee: The Department of Construction studies the location at 102 Hai Ba Trung Street to arrange the working headquarters of the City Citizen Reception Committee.
Hoan Kiem Power Company Headquarters: Agree on the report and proposal of the Hoan Kiem District People's Committee on the arrangement at 13 Duong Thanh Street.
The State Treasury headquarters has decided to hand it over to the city because there is no longer a need to use it. The Department of Finance promptly advised the City People's Committee to receive the transfer of the above-mentioned real estate facility and assign it to the Hoan Kiem District People's Committee to carry out site clearance work.
Headquarters of the National Power Transmission Corporation, Northern Power Corporation, Hanoi Power Corporation, Electricity Hotel, National Power System and Market Operating Company: Assign the Department of Planning and Architecture to study and propose new headquarters locations for units (in the headquarters area of the Corporations - Cau Giay New Urban Area).
The City People's Committee assigned the Department of Construction, the Department of Finance, and the Office of the City People's Committee to work with the Hanoi Youth Union on the management and use of the Children's Palace (No. 36 - 38 Ly Thai To) to propose arrangement for temporary use units while waiting for relocation to the official location and a plan for long-term exploitation of the Children's Palace in the overall area.
