Hanoi - Village heads in Kieu Phu commune are responsible if new violations occur in their managed areas without timely detection, reporting, and prevention.

Kieu Phu Commune People's Committee has just announced the strengthening of inspection and handling of violations of the law on land and construction order before, during and after the New Year and Lunar New Year holidays in 2026 in the commune.

In the past time, violations of the law on land and construction order still occurred in Kieu Phu commune, especially acts of encroachment, occupation of public land, agricultural land, arbitrary change of land use purpose, construction of works on agricultural land without permission from competent State agencies. Reality shows that violations often tend to increase during, during and after holidays and Tet.

In order to strengthen the effectiveness and efficiency of state management; promptly prevent and strictly handle violations, Kieu Phu Commune People's Committee requests organizations, households, and individuals using land to strictly comply with the provisions of law on land and construction order; use land for the right purpose, within the right boundaries, and in the right condition according to land allocation, land lease, and recognition of land use rights by competent state agencies.

Strictly prohibit the following acts: Encroachment and occupation of public land, agricultural land; arbitrarily changing land use purposes without permission from competent State agencies; building houses, works, walls; erecting corrugated iron, corrugated iron fences and other works on agricultural land without permission according to regulations.

Kieu Phu Commune People's Committee does not approve, do not allow, or consider resolving cases of arbitrarily renovating the ground, building works, building fences, erecting corrugated iron, corrugated iron walls, dumping waste land or using agricultural land for improper purposes without permission from competent State agencies according to the provisions of law.

All violations arising in the period before, during and after the New Year and Lunar New Year holidays of 2026 will be filed for strict handling in accordance with the law; there are no exceptions.

Kieu Phu Commune People's Committee assigned the Commune Economic Department to preside over and coordinate with the commune police, relevant departments, branches and village heads to strengthen inspection and supervision in the area; promptly detect and make records of violations and advise the Commune People's Committee on decisive handling measures according to regulations.

Assigning Kieu Phu commune police to proactively grasp the situation, strengthen patrol and control work in the area; coordinate with the Commune Economic Department and related units to promptly detect and prevent violations of the law on land and construction order; ensure security and order during inspection and handling of violations.

Heads of villages in Kieu Phu commune are responsible to the Commune People's Committee if new violations occur in the managed area without timely detection, reporting, and prevention.

Kieu Phu Commune People's Committee requests organizations, households, and individuals to seriously implement the above notice. In case of intentional violations, they will be handled in accordance with the law; and at the same time consider the responsibilities of collectives and individuals involved in state management of land and construction order in the commune.
