The Ministry of Home Affairs has received a petition from voters in Ninh Binh province sent by the National Assembly's Petition and Supervision Committee.
Voters recommend paying attention to implementing policies for commune-level cadres, civil servants and part-time workers in villages and hamlets.
Currently, after implementing the two-level local government model, the workload at the grassroots level is increasing, the task requirements are increasingly high, while the treatment, income and allowances for this force are still low, not commensurate with the assigned responsibilities.
This causes difficulties in attracting and retaining capable and dedicated people to work long-term at the facility.
Voters proposed to adjust the allowance level, complete the policy for part-time workers in villages and hamlets, ensuring that it is suitable for the nature of the work and the actual contribution level.
Voters also proposed to soon issue specific instructions on the arrangement of organizations, mass associations and policies and regimes for grassroots cadres after the merger, streamlining the apparatus.
Regarding this content, the Ministry of Home Affairs said that implementing Decision No. 1589/QD-TTg dated July 24, 2025 of the Prime Minister, the Ministry of Home Affairs was assigned to draft a Decree regulating the organization and operation of villages and residential groups and regimes and policies for non-professional workers in villages and residential groups.
Accordingly, the Ministry of Home Affairs issued Document No. 7238/BNV-CQDP dated August 29, 2025, requesting localities to summarize and evaluate the implementation of regulations on the organization and operation of villages and residential groups and policies and regimes for non-professional workers in villages and residential groups.
Based on reports from localities, the Ministry of Home Affairs is urgently deploying a summary and assessment of the organization and operation of villages and residential groups and the implementation of policies and regimes for non-professional workers in villages and residential groups.
This is the basis for drafting a Decree regulating the organization and operation of villages and residential groups and policies and regimes for non-professional workers in villages and residential groups to submit to the Government for consideration and decision in conjunction with the extended program of the use of non-professional workers in accordance with the time of rearrangement of villages and residential groups (before May 31, 2026) in accordance with Conclusion No. 163-KL/TW dated June 6, 2025 of the Politburo and the Secretariat.
Previously, also according to information from the Ministry of Home Affairs, this agency is preparing for a plan to review and arrange villages, hamlets, and residential groups nationwide, expected to be implemented in May 2026.
Currently, according to Decree 33/2023, part-time workers in villages and residential groups with no more than 3 positions (including Party Cell Secretary, Village Head or Residential Group Head, Head of the Front Work Committee) are entitled to monthly allowances.
