Regarding the arrangement of villages and residential groups in communes and wards, at the 10th Session of the 15th National Assembly, which has just ended, the leader of the Ministry of Home Affairs said that the ministry is preparing for a plan to review and arrange villages, hamlets and residential groups nationwide, expected to be implemented in May 2026.
According to the leader of the Ministry of Home Affairs, the arrangement of villages and residential groups in communes and wards is carefully prepared to ensure scientific and reasonable arrangement, facilitate population management, socio-economic development and improve the operational efficiency of grassroots government.
Information about the plan to reorganize villages and residential groups has received much attention from people who are directly participating in the work at the grassroots level.
Mr. Phung Van Vinh (46 years old, Minh Khai village, Nhu Quynh commune, Hung Yen province), who has held the position of Head of Minh Khai village for 6 years and is also the Secretary of the Village Party Cell, said that he and many village officials are closely following the related policies.
According to Mr. Vinh, Minh Khai village has a large area, including 3 industrial clusters, craft villages and residential areas with nearly 1,200 households. There are currently hundreds of small production and business establishments in the village, attracting many workers from many other localities to work and rent accommodation.
"There are many people and workers staying temporarily, so the work of managing the population, ensuring security and order, environmental sanitation, and maintaining a civilized lifestyle is very difficult. The workload in the village is really large" - Mr. Vinh shared.
As Head of the village and Party Cell Secretary, Mr. Vinh said that he personally has to regularly attend meetings in the commune to grasp the policies and resolutions, then deploy, propagate and mobilize people to implement.
Along with that is a series of unnamed tasks such as mediating conflicts, grasping security and order, managing workers renting accommodation, coordinating fire prevention and fighting at production clusters.
Like many households in the village, Mr. Vinh's family is also operating a production and business facility in the craft village industrial cluster, bringing a stable source of income. However, when he was trusted by the people to perform the task, he decided to temporarily put his personal interests on hold to focus on the common work.
"The most difficult thing is to balance between housework and villagework. Many times when the work in the village is busy, I have to neglect family production to solve common work, so that people can feel secure and the area is stable" - Mr. Vinh said.
In response to the information about the arrangement of villages and residential groups in the coming time, Mr. Vinh said that this policy is necessary if it is implemented methodically, in accordance with local realities. However, he also expressed many concerns related to the regime and policies for part-time workers in villages and residential groups after the reorganization.
"After the merger, if I have to retire, I just hope that people working in the village like us will receive a satisfactory allowance, partly to compensate for the efforts and time spent on general work" - Mr. Vinh shared.
The Ministry of Home Affairs has issued an official dispatch guiding the implementation of content related to part-time workers at the commune, village and residential group levels.
Accordingly, in Clause 2, Article 5 of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government on staff streamlining, stipulating the current monthly allowance for part-time workers at the commune level, in villages and residential groups as the allowance of the month immediately preceding retirement, with the central budget allocating the allowance fund for payment.
Currently, according to Decree 33/2023, part-time workers in villages and residential groups with no more than 3 positions (including Party Cell Secretary, Village Head or Residential Group Head, Head of the Front Work Committee) are entitled to monthly allowances.
