The film is inspired by stories in Con Dao from 1945 to 1954, the film takes viewers to "hell on earth" - where political prisoners face brutal torture but still cherish the strong revolutionary will.
On social networks, a clip recording a scene of prisoners with bare bones and leg chains in prison attracted a lot of attention, was widely spread, attracted more than 3 million views and many comments wishing the film to be released in theaters.
While the audience expressed their support for the film, hoping that this will be a film continuing the achievements of "Red Rain", many people were surprised because the film was only released on September 16 in a single theater at the National Cinema Center (87 Lang Ha, Hanoi).
Up to now, the film has not been promoted, thanks to the behind-the-scenes clip that suddenly "caused a fever", the audience only knew that a historical film had just been produced.
Previously in 2024, the film "Peach, Pho and Piano" was also a film ordered by the State by Feature Film Joint Stock Company I. The work initially had a small number of screenings and was only shown at the National Cinema Center.
After creating a strong effect in public opinion, the film suddenly became a box office phenomenon, and many other private units participated in distributing it for free. Therefore, many audiences hope that "The Voice Over the Ocean" will also create a similar propaganda effect.

Speaking to Lao Dong reporter, Director of the Department of Cinema Dang Tran Cuong said that currently, the film "The Voice Over the Ocean" has not yet had a widely released schedule on film screening systems. That is the reason why audiences want to go see a movie but cannot buy tickets.
Mr. Dang Tran Cuong said that when there is a release schedule for this film, he will announce it so that the public can get information.
The Director of the Department of Cinema said: The films are produced with the state budget, aiming at the noble goal of propagating the guidelines and policies of the Party and State; arousing national pride and patriotism; fostering revolutionary ideals for all classes of people, especially the younger generation.
Therefore, the top criterion for State-ordered films is not box office revenue, but the widespread popularity, the ability to spread political, historical, and cultural messages to a wide audience.

Mr. Dang Tran Cuong emphasized that the fact that State-ordered films do not appear densely in the commercial theater system does not mean that the audience is "lacking" access opportunities, and even more cannot be considered "ineffective".
Over the years, mobile film screening teams have brought state-ordered films to urban areas, rural areas, remote areas, border areas, and islands, showing them during celebrations, at public places, on television, schools, film weeks and festivals, ensuring widespread and free service.
Each film ordered is a testament to the spirit of cinema serving the people, both attached to life and completing the political tasks of the Party and State. These values alone affirm that it is not true to say that State-ordered films are "ineffective"; on the contrary, this film genre has, is and will continue to hold an important position, have its own vitality and sustainable effectiveness - something that commercial films are unlikely to replace," said Mr. Dang Tran Cuong.
According to the Director of the Department of Cinema, currently, the draft Decree on the release and dissemination of films for political tasks is being finalized, collecting widely opinions from agencies and experts.
This is a positive signal, opening up a clearer legal framework, both encouraging creativity and strengthening socialization mechanisms, while creating favorable conditions for historical and political films ordered by the State to effectively reach audiences on multiple platforms.
