This is the main content in the document issued by the Ministry of Education and Training (Ministry of Education and Training) this afternoon (September 15), aiming to implement the Prime Minister's directive on organizing teaching and learning 2 sessions/day, improving the quality of comprehensive education on the virtue of "ities - body - beauty", meeting the requirements of the new general education program.
Accordingly, the Ministry of Education and Training stipulates that for subjects and educational activities specified in the general education program organized for teaching in the first session, schools can invite experts, artisans, artists, coaches, and athletes to participate in teaching according to lessons or topics to ensure the school's education plan.

Similarly, for enhancement activities, experiences, art clubs, sports, life skills, cultural exchanges, etc., held in the second session, the school can also invite the above team to participate, to ensure the requirements.
The 4 groups of experts, artisans, artists, coaches, and athletes who are given priority include:
Experts and scientists with high professional qualifications, degrees, certificates suitable for the industry and group; have practical experience and professional reputation in related fields; have recognized achievements and research works;
Artists and artists who have achieved titles conferred by the state or won awards at the ministerial or provincial level or higher or professional associations; have contributions recognized by experts and the public;
Coach with a diploma or coaching certificate issued by a competent authority or with awards for coaching athletes in high-performance sports competitions; have practical experience in coaching and training;
Athletes who achieve athletic status of level 1 or higher or win medals and awards in high-performance sports competitions.
Regarding the coordination mechanism, the Ministry of Education and Training requires teachers of the school to preside over and manage the class. Experts, artisans, artists, coaches, and athletes play the role of providing in-depth knowledge, specific abilities, and support for school teachers.
Regarding finance, the Ministry of Education and Training guides the use of the state budget according to approved estimates; at the same time, mobilizes and uses legal socialized sources.
Payment must be public, transparent and implemented according to labor contracts to ensure legal regulations, clearly stipulating the rights and obligations of the parties, implementation time and remuneration (if any).
Previously, the Ministry of Education and Training issued Official Letter No. 4567/GDDT-GDPT dated August 5 on guiding 2-session/day teaching for primary, secondary and high schools, in which it instructed on focusing on improving the quality of comprehensive educational activities on virtue - intelligence - body - aesthetics for students.
According to the Ministry of Education and Training, allowing these teams to help enrich teaching activities; help mobilize talented people outside of the teaching staff to participate in teaching and training in educational institutions, helping the education sector proactively mobilize experts.
However, to mobilize many social forces to participate in schools, especially the invitation of experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools, specific instructions are needed to unify and not cause overload for students and related parties.
Therefore, the Ministry of Education and Training requests the Departments of Education and Training to advise the People's Committees of provinces and cities to develop and promulgate standards and treatment policies for the above expert team in accordance with the practical situation; create conditions for socialization and mobilization of legal resources from the community, businesses, and social organizations to participate in accordance with the provisions of law.
