The Ministry of Education and Training (MOET) issued Circular No. 17/2025/TT-BGDDT, dated September 12, amending and supplementing a number of contents in the General Education Program issued with Circular No. 32/2018/TT-BGDDT dated December 26, 2018 of the Minister of Education and Training.
Previously, the National Assembly issued Resolution No. 202/2025/QH15 dated June 12, 2025 on the arrangement of provincial-level administrative units and Resolution No. 203/2025/QH15 dated June 16, 2025 on amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam. To comply with the Constitution and Resolution of the National Assembly, the educational program of the subjects of History and Geography at the primary and secondary levels; Geography of grade 12; History of grade 10 and Citizen Education grade 10 (Economic and Legal Education) needs to be revised.
The Ministry of Education and Training has organized research and development of the program, amended and supplemented the Education Program of the above subjects in accordance with current regulations. The draft revised and supplemented Program has been consulted with teachers, ministries, branches and experts. Up to now, the amended and supplemented Program has been issued. The edited content focuses on the following contents:
For the History and Geography subjects at the primary and secondary levels, the Geography subject of grade 12: Amend and supplement contents related to socio-economic regions such as the organization of production territories of some economic sectors, socio-economic boundaries; names and numbers of provinces and cities in the region, area scale, population of the region; economic development resources, development status, distribution of economic sectors in regions and some other contents to ensure logistics in implementation.
For the Civic Education program: Amend and supplement the 10th grade program with the theme " Political system of the Socialist Republic of Vietnam" and the theme "Constitution of the Socialist Republic of Vietnam".
For History: Amend and supplement the topic of elective learning in grade 10 (term "The State and the law of Vietnam in history")
The issuance of a Circular amending and supplementing the General Education Program issued with Circular No. 32/2018/TT-BGDDT of the Minister of Education and Training ensures that the General Education Program is consistent with changes, ensuring the scientific and practical nature of the subjects.
For the implementation of the general education textbook and curriculum for the 2025-2026 school year, educational institutions will continue to use selected textbooks; at the same time, organize reviews and direct professional groups and teachers to adjust the materials in lessons and topics to comply with the rearrangement of provincial administrative units, two-level local government organizations and the amendments and supplements of the Constitution.
In the coming time, the Ministry of Education and Training will organize training to guide managers and teachers on implementation; in which teachers are instructed to proactively adjust the content of lectures, ensuring accuracy, updatedness and suitability to practice, especially for language materials, data, maps, boundaries of socio-economic regions and administrative units. Organize teaching according to the revised program, fully implement additional content in the subjects of History and Geography at the primary and secondary levels; Geography of grade 12; History and Education of citizens grade 10.
