Article 14 of the new Law on Teachers stipulates the recruitment of teachers.
The content and method of teacher recruitment are regulated as follows:
Recruitment content is based on teacher professional standards.
Recruitment method through entrance exams or admissions, including pedagogical practice.
Recruitment authority is regulated as follows:
For public vocational training institutions and public higher education institutions, teacher recruitment is carried out by the head of the educational institution.
For non-public educational institutions, teacher recruitment is carried out by the head of the educational institution according to the regulations on organization and operation of the educational institution.
For schools of the People's Armed Forces, the authority to recruit teachers is prescribed by the Minister of National Defense and the Minister of Public Security.
For educational institutions not specified in Points a, b and c of this Clause, the authority to recruit teachers is prescribed by the Minister of Education and Training.
Article 14 of the Law on Teachers stipulates that priority subjects in recruitment include:
People who have done teaching and education tasks at job positions suitable for the job positions to be recruited.
For vocational education, priority is given to people with high vocational skills, experience in actual production, business, and services suitable for the industry and teaching profession.
Other cases of priority recruitment according to the provisions of law.
Article 14 of the Law on Teachers also stipulates that those who are not allowed to register for recruitment include:
People with civil act loss capacity, limited civil act capacity or people with difficulty in perception, mastering behavior.
People being prosecuted for criminal liability; serving a court's criminal judgment or decision; being subject to the measure of being sent to a compulsory drug rehabilitation facility or a compulsory education facility.
A person with a criminal record for violations of national security, violations of human life, health, dignity and honor according to the provisions of the Penal Code.
Contracts for teachers include work contracts implemented in accordance with the provisions of the law on civil servants and labor contracts implemented in accordance with the provisions of the law on labor.
