On May 23, information from the People's Committee of Vinh City said that it had just issued Document No. 3315 to continue requesting the State Treasury of Region X to allow payment of salaries and salary contributions to 61 teachers and contract staff at public service units under the Department of Education and Training of the City, of which 27 are currently working at secondary schools in Cua Lo Town (old).
These are workers approved by Nghe An province in the plan to allocate staff, personnel and financial estimates for 2025 according to Decision No. 3720/QD-UBND dated December 31, 2024. Vinh City People's Committee said that the city has calculated enough funding to ensure full payment of regimes according to regulations from the city budget.


However, the disbursement is still suspended because the State Treasury of Region X has not agreed on the understanding and application of Decree No. 111/2022/ND-CP of the Government, leading to a situation where 61 employees are late in paying salaries, allowances and insurance, affecting the lives and psychology of employees.
Previously, on April 26, 2025, Vinh City People's Committee received a document receiving citizens from Nghe An Provincial Citizen Reception Committee, requesting to resolve the petition of Ms. Phan Thi Bich Thuy and 26 teachers and contract staff at secondary schools in Cua Lo Town (old), requesting to resolve policies and regimes after the merger of administrative units.
The Vinh City People's Committee then issued many documents reporting to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the Provincial People's Committee to seek direction.
In the most recent documents, Vinh City People's Committee affirmed that the lack of thorough implementation of Decision No. 3720 is to stabilize the political and social situation in the current transition period.
The city also proposed that the State Treasury of Region X continue to allow schools to pay salaries, allowances and contributions to the above 61 workers, according to the guiding documents and budget estimates approved by the province.
Vinh City emphasized that timely disbursement not only ensures the legitimate rights of workers but also contributes to stabilizing educational activities in the locality after the merger.
As Lao Dong reported, after Cua Lo town was merged into Vinh city, 61 teachers and contract employees who have worked for decades have had their salaries delayed due to the State Treasury's refusal to pay.
The Vinh City People's Committee has issued many reports, asked for opinions from the Standing Committee of the City Party Committee and the Provincial People's Committee, and requested the State Treasury to allow schools to pay salaries, allowances and contributions to 61 workers, but this unit has not yet agreed.
Up to now, the above 61 workers have not had a salary for 2 months, their lives are facing many difficulties, and they are confused and worried.
