New milestone of education in border areas
The opening of the new school year is always a special time for every student. For the Dien Bien education sector, the 2026-2027 school year is even more meaningful when for the first time the system of inter-level boarding primary and secondary schools (inter-level boarding schools) in border communes is put into synchronous operation.
A meaningful start to 2026 is the inauguration of Si Pa Phin Primary and Secondary Boarding School on January 31, 2026. This is also the first school to be inaugurated in the program to build 248 inter-level boarding schools in border communes according to the policy of the Politburo.
Continuing this model, on the opening day of September 5th, Dien Bien province will have 9 more inter-level boarding schools in border communes that will simultaneously be inaugurated, officially opening to welcome students in the first school year.
This is not only the completion of new educational projects but also a step towards realizing the policy of increasing investment in education in border areas, where travel conditions are still difficult and the distance from home to school for many students is still calculated in dozens of kilometers.
According to Mr. Cu Huy Hoan - Deputy Director of the Department of Education and Training of Dien Bien province, up to now (July 31), regarding the organizational structure, all 9/9 communes have issued decisions to establish schools and basically consolidated the management staff.
Regarding enrollment work, the rate reached from 98.8% to 100%. Along with that, schools have all developed plans to organize collective kitchens, arranged forces to manage boarding students on duty 24/24 hours. At the same time, they are purchasing equipment, teaching aids and boarding facilities to ensure full conditions before the opening ceremony" - Mr. Cu Huy Hoan added.

Synchronous preparation to welcome the first school year
To put 9 inter-level boarding schools into operation right from the first school year, the Dien Bien education sector is urgently completing synchronously the conditions for facilities, teaching staff, staff and organizational work.
In which, the team of officials and teachers is also trained in boarding student management and organizing educational activities suitable to the specific characteristics of the border region.
In parallel with that, enrollment work is implemented according to plan, ensuring the right subjects, the right targets. Schools have completed student dossiers, classified, and developed plans to receive first-grade students.
Food and accommodation conditions for students are also given special attention. From rooms, dining halls, collective kitchens to electricity and water supply systems, beds, cabinets, blankets and essential items are all prepared synchronously.
Schools develop nutritional menus, prepare plans for health care, disease prevention, food safety and hygiene, fire prevention and fighting, and ensure school security and safety.
Besides the new milestone from the inter-level boarding school system, the entire Dien Bien education sector is also preparing to implement a plan to arrange educational institutions. It is expected that after arrangement, the number of public educational institutions in Dien Bien province will decrease from 466 to 290 institutions.
Meanwhile, the whole province currently has 1,135 satellite school sites - a number that clearly reflects the characteristics of the divided terrain and dispersed population of the locality. However, with synchronous and careful preparation, the opening season of the 2026-2027 school year will not only open a new school year, but also open a new chapter for education in border areas.
When the school drum sounded, it was also the time when the "schools on the fence of the Fatherland" began their mission to sow knowledge, nurture dreams and create a foundation for generations of students in border areas to firmly step on the path of learning.
