The Ministry of Education and Training is developing and soliciting opinions on the content of the draft Decree regulating salary policies, allowances for teachers, and instructions for implementing the Law on Teachers.
According to the Ministry of Education and Training, 100% of preschool teachers are currently ranked at the lowest salary in the administrative career salary scale system.
Many preschool teachers also expressed concern that their income is not commensurate with the amount of work they have to undertake.
Teaching preschool children is a very hard and arduous job. However, the salary of preschool teachers is very low, not enough to cover their living expenses.
Preschool teachers in the plains are very difficult, but preschool teachers in the highlands are even more difficult. Most of the schools are in remote areas, sparsely populated, and have difficulty traveling.
Not to mention, limited facilities, the teacher and children all live in deprived conditions. Those difficulties, along with the lack of appropriate treatment, have prevented teachers from sticking to class.
Many teachers have to quit their jobs and find other livelihoods because their salaries are not enough to live on. If teachers quit their jobs and classrooms, preschool children in mountainous areas will suffer.
Preschool teachers who stay in mountainous areas and border areas will prepare students for grade 1. The higher the quality of preschool education, the higher the input to the next level of education.
On November 9, many localities simultaneously started construction of 72 schools in the list of 100 boarding schools for primary and secondary schools.
Building a school is a facility, but the school must have students and teachers. The more children in border areas study, the more effective modern schools are. The more students study well, the more successful the program to improve the quality of education for border areas will be.
Currently, the gap in education between urban areas and mountainous and border areas is still quite large. To shorten the gap and create fairness in access to education for children in border areas, it is not only to build facilities, but also to attract high-quality human resources.
Applying a special salary coefficient is to pay teachers commensurate with the labor force spent, and is also the basis for attracting and retaining teachers to border areas.
