Ministry of Education and Training proposes conditions for removing university training majors

The Ministry of Education and Training has just announced the draft Circular promulgating the list of training majors for the levels of higher education to collect comments.

According to the draft, the Ministry of Education and Training (MOET) proposes a number of criteria and conditions to add new majors to the list of majors, as well as renaming or removing some majors.

A new training major is considered for addition to the List of Majors when it fully meets the following requirements:

At least 30% of the core professional knowledge and skills of the expected major is different from the nearest training major in the Major List;

There is a need for human resources for new training majors through bases including strategies, plans, and development programs for industries and fields of the Party and the State; the need for use or statistical requirements of human resources of ministries, branches, and localities; survey results and forecasts of competent agencies and organizations or of professional associations and labor-using enterprises;

The new training major has been trained at at least 10 reputable higher education institutions abroad or listed in at least 02 popular international training major classification tables.

In case the training industry directly serves the national development strategy, teacher training, arts, sports, law, health, security, defense or the new industry arises from domestic practical needs, it is replaced by the opinion of a competent state management agency or specific evidence of human resource needs.

The consideration of adding new training majors to the List of majors is carried out based on the proposal of the training institution, the appraisal results of the Consulting Council for the list of training majors and the requirements of state management of higher education.

For specialized training majors, new training majors belonging to priority development fields of the country or training majors implemented by a small number of qualified training institutions, the consideration for supplementation to the List is decided by the Minister of Education and Training.

When it is necessary to remove a major from the List of majors, the Ministry of Education and Training proposes a number of conditions: No longer have training needs; No longer have training institutions enrolling and organizing training in that major; At least 3/4 of training institutions that have trained in that major have proposed to remove it.

A training major removed from the List does not have its industry code and used industry name removed; the industry code and industry name are retained for management of historical data, and the expiration status is clearly stated in the Notes column.

Training institutions propose to change names, change positions, and remove majors in the List of majors and send proposals to the Ministry of Education and Training through the system of industry institutions.

The draft circular is posted on the Electronic Information Portal of the Ministry of Education and Training to collect comments until June 5, 2026.
