On September 17, the Ministry of Education and Training (MOET) announced a draft circular amending and supplementing a number of articles of the MOET circulars promulgating regulations on determining the number of enrollment, training programs, enrollment and college training for preschool, university and postgraduate education.
According to the draft, each university is only allowed to use a maximum of 5 admission methods and each training major and training program uses 1 admission method, excluding the direct admission method and the admission method for sent students.
Each admission method is associated with a admission method code according to the list announced by the ministry and must ensure opportunities for all candidates participating in admission consideration, clearly stipulating the criteria for evaluation, admission consideration, and the method of calculating admission scores to ensure there is only one admission score scale, and admission conditions.

In the 2026 university entrance season, the Ministry of Education and Training stipulates that each school is allowed to consider admission by a maximum of 5 methods, without limiting the method of admission for each major as in the draft circular.
Regarding the source of recruitment, candidates must have a total score of 3 subjects in the high school graduation exam of the year of admission according to the admission combination of the admission method of at least 15 points on a 30-point scale.
In case candidates do not have scores in 3 high school graduation exam subjects according to the combination of admission methods, the total score of the math, literature and another exam subject decided by the principal of the training institution, and announced in the admission notice, must reach at least 15 points on a 30-point scale.
