Candidate P.A. T asked: "If students already have English certificates, can they use those certificates to convert to English subject scores in university admissions?".
The Ministry of Education and Training answers this issue on the Government Electronic Information Portal as follows:
Clause 4, Article 6 of the Regulation on enrollment for training majors at the university level and preschool education majors at the college level in Circular No. 06/2026/TT-BGDDT dated February 15, 2026 of the Minister of Education and Training stipulates:

4. In case candidates use a foreign language certificate (to be exempted from the foreign language graduation exam) to register for university admission, the training institution shall develop and announce the conversion table of foreign language certificate results and foreign language subject admission scores:
a) The conversion table of English foreign language certificate results and construction foreign language subject admission scores must have at least 05 score differences corresponding to the scale of the certificate used;
b) Table of conversion of results of other foreign language certificates and corresponding foreign language subject scores prescribed by the Principal of the training institution;
c) The conversion table of foreign language certificate results is reviewed and adjusted at least once every 02 years based on comparing the actual academic results of admitted students applied from 2026;
d) Foreign language certificates are only used for converting foreign language subject scores in the admission combination or used for bonus points;".
Thus, the schools where candidates P.A. T registered for admission specifically stipulate that candidates can use foreign language certificates to replace English subject scores in the university admission combination through the school's conversion table.
