On April 8, information from Khanh Hoa Provincial People's Committee said that Vice Chairman of the Provincial People's Committee Nguyen Thanh Ha has just approved the Project "Making English a second language in schools in the period 2026–2035, vision to 2045".
According to local assessments, in the context of globalization and digital transformation, English is an important tool for accessing knowledge, science – technology and international trade.
Improving English proficiency for the younger generation is considered a key condition for developing high-quality human resources, towards the goal of building Khanh Hoa into an international service - tourism center.
The whole province currently has 801 educational institutions with more than 21,000 teachers. Among them, the English teaching staff has 1,681 people, about 95% meeting the capacity standards according to regulations.
However, Khanh Hoa still faces many difficulties such as teacher shortages, especially at the primary level; facilities and teaching equipment are not synchronized; information technology infrastructure in remote and isolated areas is still limited.
At the preschool level, there are no official English teachers in schools, mainly linked with foreign language centers.
In the 2025–2026 school year, only 63.4% of kindergartens organize for children to get acquainted with English. Meanwhile, teaching subjects in English at the general education level is only at the pilot level.
Currently, the whole province has 388 foreign language classrooms, including 224 primary school classrooms, 126 secondary school classrooms and 38 high school classrooms. Of which, 363 are solid (accounting for 93.6%) and 25 are semi-solid (accounting for 6.4%).
The project "Making English a second language in schools in the period 2026–2035, vision to 2045" aims for a common goal of shifting from teaching foreign languages to using foreign languages throughout the education system.
In which, striving to 2030, 100% of general education institutions will deploy English teaching from grade 1; gradually forming an environment for using English in schools.
In the period 2030–2035, at least 80% of preschool education institutions ensure conditions for children to get acquainted with English.
By 2040, strive for at least 30% of preschool education institutions to reach Level 1; and at the same time expand teaching in English according to an appropriate roadmap, towards building an education ecosystem using English.
The project proposes 9 groups of tasks and solutions. In which, it emphasizes the application of technology and artificial intelligence; strengthening investment in facilities and teaching equipment, prioritizing difficult areas.
The total estimated cost of the project is more than 970 billion VND, focusing on developing the teaching staff, upgrading infrastructure, equipment and promoting the application of technology in teaching.
This is expected to be an important driving force to help Khanh Hoa improve its competitiveness, attract investment and deeply integrate internationally.
