Ministry of Education and Training reminds teachers not to concurrently perform more than 2 tasks

The Ministry of Education and Training has just responded to the norm for reducing teaching hours when high school teachers are part-time, in which it is noted that teachers are not part-time for more than 2 tasks.

Ms. Nguyen Thi Van asked, high school teachers who concurrently work as homeroom teachers, deputy heads of professional groups, and secretaries of Party cells, how many teaching hours are reduced in a week, and based on which legal documents?

Regarding this issue, the Ministry of Education and Training answers as follows:

According to the provisions of Clause 3, Article 3 of Circular No. 05/2025/TT-BGDĐT, each teacher does not concurrently hold more than 2 tasks. According to the content mentioned by Ms. Nguyen Thi Van, she is concurrently holding 3 tasks. Therefore, it is requested that she directly give her opinion to the school principal to re-assign concurrent tasks to ensure the principles stipulated in Clause 3, Article 3 of Circular No. 05/2025/TT-BGDĐT and in case teachers are assigned to teach beyond the average teaching time limit in 1 week (including converted teaching hours for concurrent tasks), the total number of teaching hours exceeding the average teaching time limit in 1 week is not more than 50%.

According to the provisions of Circular No. 05/2025/TT-BGDĐT, teachers who are homeroom teachers are reduced by 4 teaching hours/week; teachers who are deputy heads of professional groups are reduced by 1 hour/week, teachers who are also secretaries of Party cells (where a Party Committee is not established) in schools with 28 or more classes for region 2 and region 3, 19 or more classes for region 1 are reduced by 4 hours/week; in other schools are reduced by 3 hours/week.

However, as Ms. Van's question stated, it is not clear whether the school where she works established a party committee or not. In case of not establishing a party committee, the regime of reducing teaching norms of the Party cell secretary is applied according to the provisions of Clause 1, Article 10 of Circular No. 05/2025/TT-BGDĐT.
