The Government has just issued Decree 37/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training (MOET).
Regarding tasks and powers: The Ministry of Education and Training performs the tasks and powers prescribed in the Law on Government Organization, Government regulations on the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies and performs the following specific tasks and powers:
Regarding the law, the Ministry of Education and Training submits to the Government draft laws, draft resolutions of the National Assembly, draft Ordinance, draft resolutions of the National Assembly Standing Committee, draft decrees of the Government, resolutions, projects, projects, draft decisions and directives of the Prime Minister and other documents assigned by the Government... related to sectors and fields under the state management of the Ministry; promulgates circulars and other documents under the state management authority of the Ministry according to the provisions of law; directs, guides, propagates, disseminates, monitors the implementation, inspects and organizes the implementation of documents after being issued according to the provisions of law.
Regarding educational goals, programs, and contents: The Ministry of Education and Training guides and organizes the implementation of educational goals in accordance with the levels of education and training of the national education system;

Issuing general education programs; regulating standards, the process of compiling and editing general education programs; regulating tasks, powers, methods of operation, standards, quantity and member structure of the National Council for the appraisal of general education programs; regulating the teaching of high school cultural knowledge in vocational training institutions;
At the same time, stipulate the program, content, and organization of the implementation of national defense and security education programs for learners at high schools, universities, and vocational training institutions; regulations on continuing education programs; regulations on the development, appraisal, and promulgation of training programs and a list of majors and professions at the levels of higher education and vocational education; regulations on other vocational training programs according to the provisions of the law on vocational education...
Regarding state management of Vietnamese and ethnic languages: The Ministry of Education and Training submits to the Government for promulgation regulations on policies for developing and preserving Vietnamese and ethnic languages; guiding the learning of Vietnamese for foreign citizens and overseas Vietnamese citizens.
Regarding textbooks, textbooks, and documents: The Ministry of Education and Training stipulates standards, the process of compiling documents guiding the implementation of preschool education programs, and the selection of toys and learning materials used in preschool education institutions...
Regarding exams, examinations, admissions, training and diplomas and certificates: The Ministry of Education and Training regulates the examination, examination, assessment, admission, training, linking training and management of diplomas and certificates in the national education system; regulates the recognition of diplomas issued by foreign educational institutions used in Vietnam; the recognition of certificates used in the national education system...

Thus, compared to before, after implementing the arrangement and streamlining of the apparatus, the Ministry of Education and Training has more functions and tasks in the field of vocational education (received from the Ministry of Labor, Invalids and Social Affairs).
