In 2016, he was transferred to the rank of Grade II junior high school teacher, code V.07.07.11.
In 2022, secondary school teachers with a salary level of 3.99 or higher will be transferred to the new teacher title (based on the salary level not based on other standards of grade II secondary school teachers).
In April 2023, Mr. H. was still in the rank of Grade II junior high school teacher, code V.07.04.11, salary level 3.66. The salary increase milestone in the decision is April 2023.
In October 2023, he was transferred to the rank of grade II junior high school teacher, code V.07.07.31, salary level 4.0, the salary increase mark in the decision is October 2023.
Mr. H. asked, in June 2024, did you meet the time requirements to propose considering promotion to Grade I Secondary School Teacher?
Regarding Mr. H.'s question, the Ministry of Education and Training responded as follows:
Currently, the Ministry of Education and Training has issued Circular No. 13/2024/TT-BGDDT dated October 30, 2024 stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public primary schools and university reserve teachers (effective from December 15, 2024). The standards and conditions for considering promotion to the professional title of grade I junior high school teacher (code V.07.30.30) are stipulated in Article 8 of Circular No. 13/2024/TT-BGDDT.
In particular, there is a requirement to meet the requirements for the duration of holding the professional title of Grade II junior high school teacher (including the duration of holding the equivalent rank) as prescribed in Clause 7, Article 3 of Circular No. 08/2023/TT-BGDDT, specifically:
"A civil servant taking the exam or being considered for promotion to the professional title of Grade I Secondary School Teacher (code V.07.04.30) must have held the professional title of Grade II Secondary School Teacher (code V.07.07.03.31) or equivalent for 06 (six) years or more up to the deadline for submitting the application for registration or being considered for promotion".
In addition, according to the provisions of Clause 2, Article 10 of Circular No. 03/2021/TT-BGDDT, which has been amended and supplemented in Clause 10, Article 3 of Circular No. 08/2023/TT-BGDDT, the time for teachers holding the professional title of Grade II Secondary School Teacher (code V.07.04.11) or holding the title of Senior Secondary School Teacher (code 15a.201) is determined to be equivalent to the time holding the professional title of Grade II Secondary School Teacher (code V.07.04.31).
The Ministry of Education and Training requests Mr. N.T.H. study regulations on standards and conditions for considering promotion of professional titles of junior high school teachers grade I (code V.07.30.) to determine the level of eligibility and prepare documents to register for consideration for promotion of professional titles when the locality organizes.
