Accordingly, the Ministry of Education and Training said that on July 2, 2026, a working group was established to inspect and verify the contents related to the exam results at the Tuyen Quang Provincial Math Exam Council.
The working group includes representatives of functional units of the Ministry of Education and Training and the Ministry of Public Security, working under the direct and regular direction of Standing Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2026 High School Graduation Exam.
The working group worked with the Tuyen Quang Provincial Exam Steering Committee, reviewed exam invigilation and grading records; inspected the process of preserving exam papers and grading multiple-choice exams; compared exam paper scanning data, multiple-choice answer sheets of candidates; analyzed and compared exam score data with student learning results; and at the same time requested relevant individuals to report and report on the performance of assigned tasks.

Initially, the Task Force has not detected any unusual signs in the work of printing, copying, transporting, preserving exam papers, exam papers and grading. However, through data analysis and preliminary verification, the Task Force determined that the Math exam results at the Specialized High School Exam Site under the Tuyen Quang Provincial Exam Council were abnormal, with signs that need to be further verified and clarified, especially for the exam supervision work at this exam site.
The working group has coordinated, provided information and requested functional agencies of the Ministry of Public Security, Tuyen Quang Provincial Police to continue to verify the responsibilities of candidates, invigilators, members at the exam site and related individuals (if any).
The Ministry of Education and Training directs and guides the Tuyen Quang Provincial Exam Steering Committee to comprehensively review all stages of exam organization, strictly handle violations if identified and promptly inform the public when there are official verification results.
The viewpoint of the Ministry of Education and Training is to handle the case with a spirit of urgency, objectivity, fairness, in accordance with regulations and in accordance with the law; ensuring the seriousness and honesty of the high school graduation exam, and at the same time protecting the legitimate rights of candidates.
Previously, as Lao Dong reported, in the 2026 high school graduation exam, Tuyen Quang province had 154 perfect scores in Math. In particular, there were 147 exam papers with perfect scores - accounting for more than 95% of the province's perfect scores - concentrated with very high density in the continuous registration number range from 080163xx to 080166xx (including 328 candidates).
In addition to 147 exam papers with perfect scores, most of the exam papers in this score range achieved from 9 to 10 points, the average score reached 9.55, accounting for over 91%.
Notably, 147/154 candidates who achieved a score of 10 in Mathematics for high school graduation in Tuyen Quang province all came from 1 school - Tuyen Quang Specialized High School. Nearly 300 students of this school from 9 points or higher in Mathematics.
Regarding the incident, on the evening of July 5, Tuyen Quang Provincial Police said that they had just issued an emergency detention order for Nguyen Ha Duy (born 1998, a teacher at Tuyen Quang Specialized High School) to investigate related to the results of the 2026 high school graduation exam at the Tuyen Quang Specialized High School exam site.
