On April 15, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau chaired a meeting to review the implementation of documents and projects under the work program, key tasks assigned by the Government and the Prime Minister in 2026 and review and cut administrative procedures (TTHC), business conditions in the field of education and training (GDĐT).
Through the report and speeches, the Deputy Prime Minister acknowledged a "complete picture" with many bright spots that need to be promoted, but there are also areas that are not really clear, even "vague points" exist.
The Deputy Prime Minister noted that the submission of documents and projects in the work program for the first 4 months of the year is still very slow. The work of reducing processing time and compliance costs of administrative procedures has not met the requirements of the Central Government.
Some inadequacies that need to be overcome soon include: The quality of textbooks; university and college admissions, school violence; the arrangement of the network of universities and colleges is still inadequate; teacher shortage; vocational training has not kept up with social needs.
Government leaders assigned the Ministry of Education and Training to review and soon issue internal working regulations in the direction of strong improvement. Urgently consolidate the leadership team to shoulder the increasing workload and pressure today.

Regarding the plan and work program, the Deputy Prime Minister requested to urgently review the overall plan for each document and project under the annual work program and the tasks assigned by competent authorities to be implemented immediately and effectively.
Clearly assign tasks, clear products, clear deadlines, clear lead units and coordinating units. Prioritize arranging appropriate time for tasks with wide scope, complex content, requiring opinions from many agencies and units.
The Minister of Education and Training directed to review all slow and late tasks; develop a specific handling roadmap for each task, clearly define completion timelines, responsibilities of each agency and unit, and mechanisms for review and handling if progress continues to be delayed.
Emphasizing that cutting and simplifying administrative procedures is a very important issue, the Deputy Prime Minister requested the Ministry to prioritize human resources and implementation time. Continue to review and propose plans to cut and simplify administrative procedures and business conditions in the field of education and training in accordance with the direction of the Central Government and the Standing Committee of the Government.
For administrative procedures and business conditions that cannot be cut or abolished, it is necessary to clearly report the reasons, the legal and practical basis must be retained and be responsible to the Government.
The Ministry of Education and Training must review the administrative procedures that have been decentralized to localities, assess the suitability with the 2-level local government model, and thereby propose solutions suitable to the actual implementation.
The Deputy Prime Minister also noted a number of issues such as preschool education needs to be placed in the right foundational position, which is the stage to lay the foundation for core human values; general education has not escaped the pressure of exams and tutoring.
