On May 11, Minister of Education and Training (MOET) Hoang Minh Son had a working session with the Department of Preschool Education (GDMN).
Deploying two major tasks simultaneously
Reporting at the working session, Director of the Department of Preschool Education Nguyen Thanh De said that in 2026 and the 2026-2030 period, the Department of Preschool Education focuses on implementing two key political tasks: innovating the Preschool Education Program and implementing universal preschool education for children from 3 to 5 years old according to the roadmap.
In which, for the innovation of the Preschool Education Program, the Department has issued a plan and decision approving the pilot implementation of the new program from the 2026-2027 school year, aiming for comprehensive development of children, in line with the requirements of education innovation in the new period.

Regarding the task of universalizing preschool education for children aged 3-5 years old, the Department is implementing it according to the Government's Decree; at the same time, reviewing the scale, ensuring conditions and requesting localities to report on the implementation situation to develop a suitable roadmap.
In 2026 alone, the Department of Preschool Education is assigned to perform 7 key tasks. In addition to the above two tasks, the Department focuses on improving the capacity of the staff, assessing the nutritional quality of children, professional development for teachers and building advanced education models on a digital platform.
Along with that, administrative reform continues to be promoted, with over 30% of administrative procedures being cut, contributing to reducing time and costs for people.

Reduce administrative procedures, innovate thinking, manage with data
Minister Hoang Minh Son acknowledged and highly appreciated the efforts of the Department of Preschool Education in simultaneously implementing two major tasks with very high requirements: innovating the preschool education program and universalizing preschool education for children aged 3-5 years old.
According to the Minister, preschool education in the coming time must focus on implementing two major goals of the entire system, including: Expanding universal preschool education for children from 3-5 years old, while increasing the rate of children under 3 years old attending classes; along with that, improving the quality of preschool education on the basis of ensuring fairness in access to education. All tasks, solutions, projects, targets and implementation indicators must closely follow these goals as well as the requirements set out in the resolutions of the Party, National Assembly and Government.
To achieve the above goals, the Minister requested to continue to improve institutions and policies in a specific, synchronous, feasible and practical direction; comprehensively review current mechanisms and policies to assess whether they are complete or not, whether they are suitable for actual implementation conditions or not.
At the same time, promote policy communication to create social consensus, especially parents and local authorities. Accordingly, the Department of Preschool Education needs to proactively propose specific communication solutions through conferences, seminars, press forums and appropriate forms to raise awareness about the role and value of preschool education and the policy of universalizing preschool education.
Another important requirement set by the Minister is to strengthen governance according to the "6 clear" principle and data-based governance. Data publicity and transparency will contribute to improving management and supervision efficiency and promoting the implementation responsibility of localities.
Regarding tasks for the coming time, the Minister assigned the Department of Preschool Education to urgently develop a strategic plan for preschool education development associated with the targets of the Department and the sector, clearly define goals, solutions and implementation organization mechanisms; complete in May 2026, and at the same time clearly propose coordination tasks of relevant departments and agencies.

Regarding facilities, the Minister assigned the Department of Planning and Finance to accelerate the progress of drafting a Circular promulgating a list of equipment to serve preschool education in a practical and effective direction, with a roadmap for implementation suitable to the conditions of each locality.
The Minister also requested relevant units to continue to review to minimize administrative procedures, dossiers, evidence and formalistic tasks for teachers and preschool education institutions; strengthen management based on data instead of administrative papers; and at the same time comprehensively review movements and contests to reduce unnecessary pressure, helping teachers focus more on professional tasks.
