Teachers' tasks and rights from May 10, 2026
Circular 15/2026/TT-BGDĐT dated March 24, 2026 on the Charter of primary schools, secondary schools, high schools and multi-level general schools issued by the Minister of Education and Training, effective from May 10, 2026.
Accordingly, the tasks, rights and obligations of teachers are as follows:
Regarding tasks, teachers perform tasks corresponding to the assigned job position according to the regulations of the Ministry of Education and Training;
Teachers doing homeroom work: Performing the tasks of teachers according to regulations; Building and organizing the implementation of class education activities to promote the progress of the whole class and each student; organizing class activities;

Summarize comments and evaluations of students at the end of the first semester and the end of the school year; guide students to vote and propose rewards; compile a list of students who are promoted, students who are not promoted, students who must train during the summer vacation; complete the recording of transcripts for students;
Guide and manage students to participate in experiential activities, career-oriented experiential activities, educational activities and student training organized by the school; Report periodically or unexpectedly on the class situation to the principal.
In addition to their duties, teachers exercise their rights and obligations according to the provisions of the Law on Teachers; self-study and foster to ensure meeting the requirements of educational breakthroughs in the context of digital transformation and making English the second language in schools according to an appropriate roadmap;
Teachers working as homeroom teachers enjoy the following benefits:
Being able to attend classes and other educational activities of students in the class they are in charge of;
Being allowed to attend meetings of the commendation council and the disciplinary council when resolving issues related to students of the class he is in charge of;
Being able to attend training classes and thematic conferences on homeroom work;
Be entitled to allow individual students with legitimate reasons to take leave from school for no more than 3 consecutive days;
Being entitled to reduced teaching hours according to regulations;
Digital competency framework for teachers from May 12, 2026
The Minister of Education and Training issued Circular 18/2026/TT-BGDDT dated March 27, 2026 on the Digital Capacity Framework for teachers and managers of preschool, general and continuing education institutions, effective from May 12, 2026.
The purpose of the Digital Capacity Framework for teachers and managers of preschool, general and continuing education institutions is as follows:
As a basis for building training and fostering programs; learning materials, digital capacity development guidelines for teachers and management staff of educational institutions to meet the requirements of digital transformation in education; improving the quality of education.
As a basis for teachers and management staff of educational institutions to self-assess and determine training needs that meet the requirements for digital competence. - Ensure uniformity in the digital competence requirements of teachers and management staff of educational institutions.
Amending some regulations on tutoring from May 15, 2026
The Minister of Education and Training issued Circular 19/2026/TT-BGDDT dated March 31, 2026, amending Circular 29/2024/TT-BGDDT regulating tutoring and extra classes, effective from May 15, 2026.
Accordingly, Circular 19/2026/TT-BGDĐT amends Article 6 of Circular 29/2024/TT-BGDĐT on tutoring and extra classes outside the school as follows:
The Circular stipulates that tutors outside the school must ensure good moral qualities; have professional competence suitable for the subject participating in tutoring.
Teachers who are teaching at schools when participating in extra classes outside the school must ensure compliance with the teacher's code of conduct according to regulations, and are responsible for reporting to the Principal on subjects, locations, forms of extra classes, relationships with the registered business owner of the extra teaching facility, time to participate in extra classes before starting and updating promptly when there are changes to the reported content, ensuring transparency and preventing conflicts of interest in extra teaching activities.
