On June 5, the Ministry of Education and Training (MOET) organized a Conference to announce the decisions of the Minister of MOET on personnel work at higher education institutions and vocational education institutions.
The conference was organized after the Ministry of Education and Training basically completed the consolidation of leadership organizations at higher education institutions and vocational education institutions directly under the spirit of Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, the Law on Higher Education, the Law on Vocational Education and related regulations.

Implementing Resolution No. 71-NQ/TW of the Politburo, the Law on Higher Education 2025, the Law on Vocational Education 2025 and related regulations, in the past time, the Ministry of Education and Training has mobilized the synchronous participation of the entire system, focusing on leading, directing and organizing the serious implementation of the consolidation of the leadership team of affiliated educational institutions, ensuring unity between Party building work and management and administration work in educational institutions.
To date, out of a total of 54 affiliated educational institutions, 51 institutions have completed the consolidation of heads, reaching nearly 95% of the set plan. The Minister of Education and Training has issued 153 decisions on personnel work, including 51 decisions for heads and 102 decisions for deputy heads of educational institutions.
Speaking at the conference, Minister of Education and Training Hoang Minh Son said that this is an important event, marking a step in concretizing and organizing the implementation in a substantive way of Resolution No. 71-NQ/TW of the Politburo, the Law on Higher Education in 2025, the Law on Vocational Education in 2025 and relevant legal regulations.
According to Minister Hoang Minh Son, the consolidation of heads of educational institutions this time is not only personnel work but also an important innovation in the methods of leadership, management and development of educational institutions in the new period.
When the leadership role of the Party Committee is closely linked to the management responsibility of the head, the guidelines and resolutions will be organized and implemented more uniformly, promptly and effectively; personal responsibility is more clearly defined; management capacity is enhanced; the strength of solidarity and consensus in the unit is strengthened" - Minister Hoang Minh Son emphasized.
The Minister of Education and Training believes that consolidating the organization and personnel is only the beginning. More importantly, it is necessary to transform organizational changes into substantive changes in training quality, scientific research, innovation and contribution to national development.
To effectively implement tasks in the new period, Minister Hoang Minh Son requested educational institutions to focus on three key requirements. First, build a united and unified leadership collective, promote collective wisdom and emphasize individual responsibility.
Second, strongly accelerate action, innovate management thinking, promote digital transformation, promote scientific research, innovation and strengthen cooperation with businesses and partners at home and abroad.

Third, towards substantive results.
According to the Minister, all policies, plans or innovation models must ultimately be measured by the quality of training, the professional capacity of learners, and the value and increasingly enhanced prestige of scientific and technological products of educational institutions. The head must take practical efficiency as a measure of leadership and management capacity.
Minister Hoang Minh Son expressed his belief that, with the spirit of solidarity, innovation and aspiration for development, higher education and vocational education institutions will continue to have strong development steps, making practical contributions to the development of high-quality human resources, promoting science and technology, innovation and improving national competitiveness in the new period.
