According to the Ministry of Education and Training, recently in some localities, there have been cases of student violence with complex and serious nature, not only violating the law but also affecting the educational environment, students' mental health and causing public outrage.
Faced with this reality, the Ministry of Education and Training has an official dispatch requesting localities to immediately deploy the review of the entire work of ensuring a safe and healthy educational environment, especially the implementation of tasks according to Directive 03 of the Prime Minister on preventing and combating school violence.
Notably, the Ministry emphasizes the direct responsibility of the head of the educational institution in ensuring school safety. Schools must publicize the hotline phone numbers of principals, local police and psychological counseling departments in easily visible locations to promptly receive feedback.
Along with that, homeroom teachers, Youth Union - Team forces and school psychological counseling groups are required to strengthen grasping student conflicts right from the time they arise, including on the online environment. Schools must deploy electronic suggestion boxes or security applications so that students can report bullying behaviors while still being protected.
The Ministry also requested to establish a close coordination mechanism between schools - families - localities, maintain regular contact with parents to manage students outside of school hours; and at the same time directly coordinate with the police force to promptly detect, evaluate and handle arising situations.
Regarding long-term prevention, educational institutions must strengthen legal education, life skills, skills to resolve conflicts and behave online; guide students to use social networks safely, identify and reject acts of inciting violence, and strictly prohibit filming and distributing violent clips online.
Another noteworthy content is the requirement to inspect, supervise and strictly handle violations. The Ministry proposed to establish surprise inspection teams, promptly handle individuals and collectives who are irresponsible; coordinate with the police agency to investigate and handle according to legal regulations to ensure deterrence.
The hotline of Departments of Education and Training and educational institutions must be publicized and maintained 24/7 to receive feedback on school violence. Localities are responsible for reporting the implementation results to the Ministry before September 5, 2026 and submitting periodic reports in the last week of each quarter.
