The above content was proposed by the Ministry of Education and Training in the Draft Decree on salary policy and allowance regime for teachers.
This Decree stipulates salary policies and allowance regimes for teachers in public educational institutions. The subjects of application are teachers recruited to teach and educate in public educational institutions under the national education system.

According to the Ministry of Education and Training, before the Government regulated the new salary policy, salary payment was still implemented according to the provisions of Decree No. 204/2004/ND-CP.
Teachers are still arranging salaries according to civil servants in other sectors and fields that have not yet implemented the policy of "Teachers' salaries are ranked highest in the professional administrative salary scale system" at Point a, Clause 1, Article 23 of the Law on Teachers.
Therefore, the Ministry of Education and Training proposes to stipulate the special salary coefficient at 1.25 for preschool teachers and 1.15 for other teachers. In particular, teachers teaching at schools, classes for people with disabilities, centers to support the development of harmonious education; primary and secondary boarding schools in the land border area will receive an additional 0.05 compared to the prescribed level.
Accordingly, the specific salary coefficient has a difference between preschool teachers and teachers working in schools, classes for the disabled, primary and secondary schools for boarding in the land border area (increased by more than 0.05 compared to teachers at the corresponding level) to ensure the provisions of Point c, Clause 1, Article 23 of the Law on Teachers.
According to the Law on Officers of the Vietnam People's Army, students who are well-trained in military officers are awarded the rank of non-lieutenant. According to the provisions of Decree No. 204/2004/ND-CP, underling is entitled to a salary coefficient of 4.20 (about 1.8 times higher than the salary of 2.34 of a university-level teacher), after 2 years of holding the rank of underling is promoted to the rank of lieutenant and receives a salary coefficient of 4.60 (about 2 times higher than the salary of 2.34 of a teacher - after 2 years of work, teachers are still holding a salary coefficient of 2.34), after 3 years of holding the rank of lieutenant are promoted to the rank of lieutenant and receive a salary coefficient of 5.00 (after 5 years of work, the salary coefficient is about 1.9 times higher than the salary of 2.67 of a teacher).
In addition, the salary of a general (after being promoted) is 11.00 compared to the highest salary of a senior teacher (a civil servant of class A3.1, salary coefficient 8.00, the salary of a general is about 1.38 times higher.
For example, the regulation of the special salary coefficient for teachers still ensures that teachers' salaries are lower than those of the armed forces.
The Ministry of Education and Training assessed that the regulation on specific salary rates helps towards realizing the policy of "Teachers' salaries are ranked highest in the system of professional administrative salary scales" in the context that the Government has not yet regulated a new salary policy, and salary payments are still implemented according to the provisions of Decree No. 204/2004/ND-CP.
In addition to the special salary coefficient, teachers are expected to receive allowances for work responsibility; travel allowances; allowances for hardship, damage, and danger.
Regarding the specific salary coefficient regulation, the Ministry of Education and Training calculates that the budget arises about 1,652 billion VND/month, mainly arising for preschool and primary school teachers due to the large number of teachers and other educational institutions currently autonomously at level 3, level 2.
Regarding regulations on allowances, the cost arising to pay outstanding allowances to additional subjects is about 5.5 billion/month, 50 billion/year.
The draft is being consulted for comments from now until November 9, 2025.
