Sending a petition to the Ministry of Education and Training via the Government Portal, Ms. Thu Ha proposed to add the form of formal training under the title of 2 at universities (CQ-VB2) to Article 4 of the Regulations on university training issued with Circular No. 08/2021/TT-BGDDT dated March 18, 2021 of the Minister of Education and Training.
"The addition of the above training form will create an environment and opportunities for serious learning for learners, contributing to the training of multi-disciplinary human resources, meeting the requirements of career conversion in the context of a rapidly changing labor market and high demand for interdisciplinary skills" - Ms. Ha suggested.
The Ministry of Education and Training responds to this issue as follows:
Article 4 of the Regulation stipulates the forms of university training including: formal, part-time learning, distance learning and self-study with guidance.
Clause 2, Article 2 of the Regulation stipulates: "For learners who have a degree at another level or major, the actual learning volume of the university training program is determined on the basis of recognition, conversion or exemption of tuition fees accumulated in the previous training program, according to the regulations of the training institution".
Accordingly, higher education institutions are allowed to organize university-level training for people who have a degree in another degree or major (formerly known as degree training 2) on the basis of recognition and conversion of part-time study according to the school's internal regulations.
Circular No. 08/2021/TT-BGDDT does not use the term "diplom 2", but the provisions of Clause 2, Article 2 fully cover the subjects of learners who have a university degree and allow training in formal form or other forms.
Therefore, it is unnecessary to propose adding a form of formal training for the second degree (CQ-VB2), because it has been regulated and allowed to be implemented within the current legal framework.
Higher education institutions can base on the provisions of Clause 2, Article 2 of Circular No. 08/2021/TT-BGDDT to organize formal training for those with a university degree, ensuring compliance with regulations on training conditions and quality. Therefore, it is recommended to add a form of formal training for the second degree (CQ-VB2) without needing to add separately.
