Previously, speaking to the press about the reason Da Nang was not on the list of support for people in flooded areas from the Government, Mr. Pham Duc An, Chairman of the City People's Committee, said that Da Nang had not yet asked the Government for support. Despite heavy rain and floods, it is still within the local capacity to handle.
Immediately, many opposing opinions from officials and people, saying: "a piece of food when hungry is worth a package when full". The emergency relief for people on the flood peak not only has the meaning of timely material rescue, but also shows the solidarity of the people and the care and encouragement of the state. Applying for funding to invest in infrastructure, rectify rivers and streams... is a regular task, a long-term investment of the government, completely different from relief...
Responding to Lao Dong newspaper about these reactions from public opinion, on the morning of November 1, Chairman of the City - Pham Duc An said that before, during and immediately after the flood, the entire government, organizations and armed forces all stretched their efforts, focusing on caring for the people, using all resources. Da Nang is also directing the environmental and agricultural sectors, finance, communes and wards to urgently count the damage to decide on timely support for people in localities to overcome the consequences of floods, soon stabilize their lives and restore production.
Previously, Da Nang had not proposed the Central Government's emergency support because the People's Committees of communes and wards were proactive, mobilizing local forces, using local budget reserves and other legal funding sources to care for the people. In case it exceeds the capacity to balance local budgets, the City People's Committee will propose support from the Central Government.
" Any budget money from the State, spent from the locality or the Government, the people will also enjoy it equally. The General Secretary also sent timely letters of encouragement and support. Leaders of the Party, State, Deputy Prime Ministers... also directly visited the flooded areas to inspect and encourage people in disaster areas. Currently, the city also proposes to provide greater support to directly address the impacts of natural disasters on people's lives, houses, and economy, such as: resettlement for people in dangerous landslide areas, preventing Hoi An beach from landslides, upgrading some roads that are easily cut off during floods..." - Mr. An said.
