Ms. Tran Thi Trang is currently an English teacher at a primary school.
Ms. Trang quoted information from Decision No. 15/2010/QD-TTg dated March 3, 2010 of the Prime Minister, stipulating that teachers teaching combined classes (2 levels) will receive 50% of their monthly salary, then asked: "Is this regime only for homeroom teachers? I am a full-time teacher (not a homeroom teacher) but still directly teach mixed classes and teach enough hours according to the norm, will I be entitled to the regime of a mixed-class teacher? If so, how are they entitled (the teacher teaches 12 combined classes in 21 periods of the boarding school)? ".
Responding to this issue on the Government's Electronic Information Portal, the Ministry of Education and Training (MOET) said that the conditions for teachers teaching combined classes to receive allowances for teaching combined classes for teachers directly teaching primary school students in public educational institutions are implemented according to the provisions of Clause 1, Article 3 of Decision No. 15/2010/QD-TTg dated March 3, 2010 of the Prime Minister.
In which, the organization of joint classes is implemented according to the instructions in Official Dispatch No. 5335/BGDDT-GDTH dated October 12, 2022 of the Ministry of Education and Training.
Article 3 of Decision No. 15/2010/QD-TTg dated March 3, 2010 of the Prime Minister stipulates the conditions, allowance levels and how to calculate allowances as follows:
1. Conditions for receiving allowances:
Teachers assigned by the Head of an educational institution or a competent authority to teach combined classes are entitled to allowances as prescribed in this Decision.
2. Allowance level:
a) Teachers teaching combined classes of two levels are entitled to an additional 50% of their salary for the month of teaching each month;
b) Teachers teaching combined classes of three or more levels are entitled to an additional 75% of their salary for the month of teaching each month.
3. How to calculate allowances:
a) The allowance for teaching combined classes is calculated based on the monthly salary of the teacher;
b) Teacher's monthly salary (T) = [according to the current salary scale and grade + leadership position allowance (if any) + seniority allowance exceeding the framework (if any) + reserved difference coefficient (if any) ] x general minimum wage.
- Allowances for teachers teaching combined classes of 2 levels = T x 50%;
- Allowances for teachers teaching combined classes of 3 levels or higher = T x 75%.
4. The allowance for teaching combined classes is calculated according to the month of teaching, paid with the same monthly salary and is not used to calculate social insurance and health insurance contributions and benefits.
