This content is included in the draft resolution of the National Assembly on piloting the recruitment of people with college degrees to teach a number of subjects according to the 2018 General Education Program, which was widely published by the Ministry of Education and Training (MOET).
Accordingly, primary schools are allowed to recruit people with a college degree in English Pedagogy and Technology to teach these two subjects. People with a suitable major's college degree can apply if they have an additional certificate of pedagogical training.
Similarly, secondary schools can recruit people with college degrees to teach IT and Arts.
The organization of recruitment for teachers prescribed in this resolution is implemented according to current Government regulations, in which the professional exam is conducted in a practical manner.
Teachers with college degrees after recruitment must undergo internship with the same application period as when recruited for professional titles that require university training standards as prescribed by the Government.
After completing the probationary regime according to regulations, the codes will be kept and salaries will be arranged as in the case of teachers who do not meet the standard training level according to the regulations of the Minister of Education and Training for each level of education.
Teachers with college degrees after recruitment must participate in the training roadmap to improve teachers' standard qualifications according to regulations and complete the training qualification upgrade before December 31, 2030.
Teachers recruited according to the provisions of this Resolution are entitled to other regimes and policies for teachers according to current regulations of law.
The 2019 Education Law stipulates that primary and secondary school teachers must have a university degree or higher.
When implementing the new general education program, provinces and cities lacked a series of teachers, especially teachers in subjects such as: Informatics, English, Music, Arts... but faced difficulties due to lack of recruitment sources. Some localities have proposed policies to attract support teachers to recruit up to more than 100 million VND/person, but it is still very difficult.
