Circular 29 of the Ministry of Education and Training takes effect from February 14, allowing teachers to teach extra classes at business registration establishments. Currently, many teachers are rushing to complete procedures to teach extra classes in accordance with regulations.

Stop extra teaching or teaching without fees

Phan Kha Nhi, a 12th grade student in District 1, said that since he attended 3 extra classes a week at the same time, there is now only 1 class left. Before that, Kha Nhi participated in studying 3 subjects: Math, Physics, and English opened by teachers in the school.

"Teachers in both English and Physics announced that the class would stop teaching for 1 week. Up to now, it has been more than a week but the teachers have not announced that they will return to school. As for Math, she switched to online teaching, announcing that she would not collect money," Kha Nhi said.

Mr. Pham Hau - a Literature teacher at a public school in Ho Chi Minh City said that he previously organized extra classes at home for students in Dong Nai province and participated in extra classes at a center in Ho Chi Minh City. However, the extra classes in Dong Nai have been suspended because they are not in accordance with regulations, and in Ho Chi Minh City, the extra classes have a business registration, so extra classes are still taking place normally.

"According to regulations, to teach extra classes at my private home in Dong Nai, I have to register a business. However, I am a civil servant so I cannot register the business by myself, I asked my younger brother to come and register, I have completed the procedures for 2 days now, and am waiting for the authorities to respond. I will continue teaching until the procedures are completed," said Mr. Pham Hau.

In Ho Chi Minh City, this male teacher said that among the students studying, there are some who are regular students at the school, he will continue to teach but commits not to collect money. Mr. Kim Ngoc - another Literature teacher in Ho Chi Minh City said that because most of the students in the extra class are mainly students, he is teaching them for free.

"Every year, I open a review class at home for grade 9 students, enrolling around the beginning of August, this school year too. Now that there is a regulation that it is not allowed to collect money from regular students, I will not collect it anymore. I have also clearly stated to parents and students that I will teach for free during the time I ask relatives to complete business registration procedures and not stop the class. There are more than 3 months left until grade 10, now that the class has stopped, it is a responsibility of the students," Kim Ngoc shared.

Registering a business to teach extra classes, learn more full-time

Speaking further about the regulations on extra teaching and learning in Circular 29, Mr. Pham Hau and Mr. Kim Ngoc both expressed their agreement and support. "There are clear regulations so that extra teaching and learning can be more legitimate, I or other teachers will no longer have to force students to go to school when teaching extra," Mr. Pham Hau confided.

Regarding the process of registering a business to organize extra classes, according to Mr. Hau, the procedures and documents are quite convenient and quick, however, he also expressed concern because he did not know when the results would be announced and could take many days.

Mr. Ho Tan Minh - Chief of Office, Department of Education and Training of Ho Chi Minh City - said that Circular 29 returns respect to the education sector. "This document does not prohibit extra teaching and learning, but includes extra teaching and learning within the framework for closer and more disciplined management. Teachers who teach extra classes outside of school need to comply with regulations. Teachers who want to teach extra classes must do it at establishments with legal business registration, without exception, whether teaching with 2-3 students or in small groups," said Mr. Minh.

On February 17, Mr. Nguyen Van Hieu - Director of the Department of Education and Training of Ho Chi Minh City sent an official dispatch to the head of the Department of Education and Training of Thu Duc City and districts, principals of high schools... requesting units to organize the implementation, disseminate and propagate to cadres, civil servants, teachers, employees, students and parents about Circular 29 regulating extra teaching and learning. thoroughly grasp that all cadres and teachers in the city's education and training sector strictly implement regulations on extra teaching and learning; have inspection and review plans; resolutely not allow extra teaching and learning that is not in accordance with regulations inside and outside schools.
