Minister Nguyen Kim Son said that after the rearrangement of administrative units, kindergartens, primary schools and secondary schools will be transferred from the district level to the commune level, while the provincial level will still manage the high school level. On average, each commune and ward will have about 7,000 students.
The Minister noted that localities should prioritize the operation of schools normally, without mechanical mergers, and at the same time assign management responsibilities between the two levels.
It is expected that from next school year, the education sector will enroll students according to the principle of being close to home, instead of following the current administrative boundaries. This is based on the Geographic Information System (abbreviated as GIS map).
Ho Chi Minh City is the first locality in the country to use a GIS map to enroll students in grades 1 and 6, starting from 2023. Students are arranged a place to study based on their actual residence. This method is considered to facilitate travel and pick-up and drop-off for students and parents, limiting the situation of "running" household registration and studying on the other side of the road.
Currently, Hanoi is enrolling students at the first level according to the route. This causes difficulties for many families in the border area, even though their houses are near the school in another ward, they cannot study because they are not in the right route.
Therefore, many parents agree and hope that enrollment according to the principle of being close to home will soon be applied to create favorable conditions for parents and students.
