Discussed at the hall, delegate Tran Van Thuc - National Assembly delegation of Thanh Hoa province - highly unified with the provisions of the Draft Law. Delegates desired that the Law on Teachers, after being promulgated, increasingly promoted the effectiveness in the management and use of teachers at the educational institution, in accordance with the development practices of the education sector.

Delegate Nguyen Van Thuc proposed to assign the initiative to the education sector in the recruitment and use of teachers to address the inadequacies in the use and management of teachers in recent years (such as excess, shortage of local teachers among educational institutions, between administrative units at commune level); At the same time, improve the efficiency of using the team, improving the quality of education.
Sharing the same view, delegate Mai Van Hai - National Assembly Delegation of Thanh Hoa province - assessed that the draft Law has stipulated quite transparently in teacher recruitment, clearly regarding authority, responsibility, and decentralization in recruitment of educational management agencies and educational institutions.

"In my opinion, recruitment must be regulated to ensure competitiveness, only then can the quality of teacher recruitment be improved" - delegate Mai Van Hai stated.
Delegate Nguyen Thi Lan Anh - National Assembly Delegation of Lao Cai province - also supported the assignment of recruitment rights to the education sector.
However, delegate Nguyen Thi Lan Anh said that it is necessary to consider the recruitment authority of local agencies in the context of administrative unit arrangement.
In addition, there should be strict regulations on recruitment standards as well as monitoring, inspection and examination mechanisms. Without this mechanism, it will lead to a situation where each place has a different style, lack of uniformity, inflation creates inadequacies in team quality.
"It is necessary to specify standards and conditions for teacher recruitment, establish a mechanism for inspection, examination and supervision of the implementation of recruitment autonomy, clearly define the accountability of heads of educational institutions and higher management institutions when violations occur, have clear and strict sanctions for violations in recruitment, especially abuse of recruitment rights, not disclosure and transparency for specialized high schools, where there are high requirements for teaching quality" - delegate Nguyen Thi Lan Anh suggested.
Speaking at the meeting, Minister of Education and Training Nguyen Kim Son clarified the contents of concern to the delegates.

The Minister shared that the draft Law on Teachers assigns the education management agency to be the agency in charge of recruiting teachers in public educational institutions, directly at the Department of Education and Training level. This regulation will facilitate the organization of recruitment councils, from the organization stage to exam questions, exam scores...
According to the spirit of decentralization and delegation of authority, wherever labor is used, that place has the right to recruit. However, according to the Minister, this is not feasible for preschools and primary schools, which will have difficulty establishing recruitment councils. In reality, to establish this council, strict requirements and regulations are needed.
Therefore, the education management agency will play the role of organizing recruitment. However, it is possible to consider decentralizing to qualified institutions; for example, if high schools have the conditions and capacity to organize recruitment, they are ready to decentralize.
